Staff has determined that new burial plots could be established along the cemetery's south side. This area <br />could accommodate up to 200 full-size, double-depth plots, and 200 smaller plots for the burial of <br />cremains. While pre-installing vaults would involve an initial cost of $325,000, it is believed that <br />installing all vaults at the same time would be more cost efficient. <br />If the Commission supported the concept of selling additional plots, staff recommended that the City <br />contract with CFCS for production of appropriate mazketing materials and a marketing and sales plan, <br />and determine the related costs for that service. <br />The Parks Maintenance Division would continue to be responsible for maintaining the site. New plots <br />would not include fees for ongoing maintenance, as the City is currently funding that service level from <br />the General Fund. <br />Mr. Wolfe advised that staff has consulted with CFCS to determine appropriate fees to chazge customers. <br />CFCS reviewed prices at other locations, taking into consideration the potential installation of a new <br />irrigation system for the Cemetery property. Based on this information, proposed fees for FY09 for a <br />full-size, double-depth vault plot and burial service fees for two (2) individuals would be $6,950. <br />Cremain niches, including burial service fees, would be $2,800. <br />As with any new City program or facility, policies to ensure the orderly management of the site should be <br />established. Mr. Wolfe reviewed with the Commission a list of proposed policies that included: 1) during <br />the first 3-6 months of sales, allowing only Pleasanton residents the opportunity to purchase plots; 2) <br />payment for plots and related services be received prior to services being rendered; 3) burials to occur in <br />the expanded azea of the Cemetery only; 4) pre-paid plots no longer wanted or needed could be sold back <br />to the City for the original purchase price; 5) plot owners could allow someone else to be buried in their <br />plot, after notifying the City (via CFCS) in advance; 6) owners not be allowed to sell plots to another <br />party without advance approval of the City; 7) fees be reviewed annually by the Pazks and Recreation <br />Commission, to reflect mazket conditions and inflationary factors; 8) the Cemetery contractor (CFCS) to <br />manage the database of burials, handle plot sales, and related funeral services under contract with the <br />City; 9) one flat headstone per grave would be allowed; and, 10) as part of the expansion, in-ground <br />flower cups to be installed. <br />Mr. Wolfe informed the Commission that staff was looking for support and approval of adding additional <br />plots and niches at Pleasanton Pioneer Cemetery, and adopting the pricing schedule and operational <br />policies as outlined. <br />Commissioner Dibiase discussed with Ms. Hagopian the costs for upgrading the cemetery. She advised <br />that costs were mainly irrigation costs, but did include some planting and upgrade costs. <br />At 7:38 p.m., Chairperson Kummer opened the meeting for Public Comment. <br />Doug Safreno, 1627 Old Vineyard Ave -asked the Commission to consider giving preference to old-time <br />Pleasanton families rather than newcomers when considering plot sales.
