• Location of New Plots: Burials would occur in the expanded area of the <br />Cemetery only (as described above). This area would have pre-installed, full- <br />size double-depth vaults for remains, as well as smaller plots for cremains. The <br />exact location of each plot would be determined after site surveying. <br />• New Plot Sales: Only plots in the new location would be available for purchase, <br />and would be limited to no more than two (2) per family. <br />• Payment Prior to Rendering Services: All client payments for plots and related <br />services should be received prior to services being rendered. Payment plans <br />could be made available, if the City Council wanted to provide that option. In that <br />case, full payment would be required within two (2) years. <br />• Disposition of Non-Needed Plots: Pre-paid plots that are no longer wanted or <br />needed could be sold back to the City for the original purchase price. Owners <br />could also donate plot/niches back to the City, with the owner allowed to deduct <br />the full market value on their tax return. <br />• Number of Individuals Allowed Per Plot: Staff recommends no more than four <br />(4) individuals be buried in one plot, with no more than two (2) caskets per plot. <br />• Burial of Others: Plot owners could allow someone else to be buried in their <br />plot, but must notify the City (via CFCS) in advance of the burial. <br />• Sale of Plots by Owners: Owners would not be allowed to sell plots to another <br />party without advance approval of the City (via CFCS). <br />• Fee Review: Similar to Callippe Preserve Golf Course, City fees for the <br />Cemetery would be reviewed annually by the Parks and Recreation Commission, <br />to reflect market conditions and inflationary factors. The Commission reviewed <br />and recommended approval of the proposed fees for FY09. <br />• Contractor for Cemetery Services: The Cemetery contractor (CFCS) would <br />manage the database of burials, handle plot sales, and related funeral services <br />under contract with the City. The City would receive an electronic copy of the <br />updated database after each sale or burial. All plot related costs would be <br />reflected in the purchase price, including burial fees for two (2) individuals. <br />Preferred services would be the responsibility of each individual owner. <br />• Grave Markers and Flower Cups in New Plot Area: One flat headstone per <br />grave would be allowed, providing a more dignified, park-like setting, and to <br />facilitate on-going maintenance. As part of the expansion, in-ground flower cups <br />would be installed. This would provide a location for families to leave memorial <br />items, and be the only type of items permitted. <br />• Additional Policies: The City Manager or Director of Parks and Community <br />Services would be responsible for establishing and implementing additional <br />Page 5 of 6 <br />
