Cremain Niches ;Proposed Initial Fee for FY09 <br />'Flat grave markers, inscription charges, etc. are not included in the above fees, as <br />these are specific to each individual's wishes. Orders for individual markers with <br />inscriptions, and payment for the same, would be handled directly between CFCS and <br />the customer. <br />Policies: As with any new City program or facility, policies to ensure orderly program <br />management need to be established. Listed below are proposed procedures to ensure <br />the Cemetery is well operated and maintained. <br />• Resident Initial Purchase Period: As a municipal facility, staff believes <br />Pleasanton residents should be allowed the initial opportunity to purchase plots. <br />Staff suggested that the first 3-6 months of plot/niche sales be limited to <br />residents residing within the Pleasanton City limits at the time of purchase. The <br />method of verifying residency would be the same as for other Parks and <br />Community Services Department programs. After that period, should <br />plots/niches remain available, sales would be offered to both residents and non- <br />residents until all spaces are sold. <br />The Parks and Recreation Commission recommended that the resident purchase <br />period be 12 months, to allow Pleasanton citizens ample opportunity to purchase <br />plots. If the City Council approves the 12-month period, it should be noted that <br />several months could elapse with no sales, while non-residents on the City's <br />interest list wait to purchase plots. <br />Subsequent to the Commission meeting, a number of individuals called to be <br />placed on the interest list for future plot sales. For the Council's information, at <br />the time this staff report was prepared, there were 34 resident families (two with <br />terminally ill members), and 11 non-resident families on the fist. <br />Page 4 of 6 <br />
