BACKGROUND <br />In July, 2002, the City Council approved the Plan for the Downtown Parks and Trails <br />System (DPTS). The Plan was created as a guide for design improvements for seven <br />(7) park/recreation sites in the Downtown area, including Lions Wayside Park, Delucchi <br />Park, Main Street Green (formerly the City's Vervais Corporation Yard), Fire Station No. <br />1, Main Street Bridge, the Regional Trail Corridor, and portions of the Arroyo Del Valle. <br />Shortly after the Council's approval, the Plan was incorporated into the Downtown <br />Specific Plan. <br />The DPTS recommended that both Lions Wayside and Delucchi parks, the adjoining <br />portion of the Regional Trail Corridor, and the area surrounding Fire Station Number 1, <br />all be treated as a single park area. The combined facilities of Lions Wayside and <br />Delucchi parks would serve the immediate neighborhood, as well as the entire <br />community. Lions Wayside Park is an important community gathering place and <br />performance venue, as it includes the Chan Henderson Bandstand (utilized during the <br />summer months for the popular Concert in the Park series). Delucchi Park was <br />envisioned to support and complement the functions of Lions Wayside Park and other <br />nearby activities, such as the weekly Farmer's Market. <br />DISCUSSION <br />The firm of Richard Larson & Associates, Landscape Architects of Piedmont, is being <br />recommended to develop the Master Plan for this highly visible project. The firm's <br />principal, Mr. Richard Larson, is currently the project Landscape Architect for the <br />Firehouse Arts Center, and he served as the principal consultant for the DPTS. His <br />background and unique knowledge of the site -its constraints and opportunities -makes <br />him an ideal consultant to prepare the proposed Master Plan. The attached Scope of <br />Work is very complete, and outlines the consensus building process through public <br />meetings and design development that will result in a final Master Plan. A copy of the <br />Agreement for Consultant Services, including a list of sub-consultants, is attached for <br />the Council's review. <br />Submitted by: Fiscal Review: Approve by: <br />Susan Andrade-Wax David P.
