BACKGROUND <br />In a September 26, 2008, letter addressed to the City Manager, Jim Perry, Chair of the <br />Tri-Valley Conservancy, asked that the City provide comments on their application for <br />accreditation with the national Land Trust Alliance (LTA). The Land Trust Accreditation <br />Commission, an independent program of the Land Trust Alliance, conducts an <br />extensive review of each applicant's policies and programs to determine whether or not <br />they meet the requirements of the Land Trust Alliance Standards and Practices. These <br />standards cover areas including: compliance with laws, board accountability, conflict of <br />interest, fundraising, financial management, evaluating and selecting conservation <br />projects and conservation stewardship. <br />DISCUSSION <br />The City of Pleasanton has worked collaboratively with the Tri-Valley Conservancy for <br />nearly 15 years. Pleasanton has a continuing role in the governance of the TVC <br />(having one of seven seats on the board of directors), has worked with the TVC to <br />implement the goals of the Vineyard Avenue Corridor Specific Plan and the South <br />Livermore Area Land Plan through the creation of conservation easements, and <br />contracts with the TVC to monitor easements in the City. The City of Pleasanton is <br />thus in a position to attest to the Tri-Valley Conservancy's governance standards and <br />technical operations.
