BACKGROUND <br />The tanks at this site were removed in 1996. Each of these tanks was 500 gallons in <br />capacity and contained gasoline and diesel fuel, respectively. As part of the project <br />closure process, ACHCS approval is required. The initial soils analysis was submitted <br />to the ACHCS earlier this year and in response it has requested the City perform 4 <br />direct push borings and collect both soil and ground water samples from this site to <br />evaluate whether soil and/or groundwater have potentially been affected by a previous <br />fuel release. <br />Staff initially contracted with Kleinfelder, Inc. (CM Contract 07-063) fora "not to exceed" <br />fee of $10,000.00 ($5,000.00 per Fire Station location) and an amended fee of $10,500 <br />for this site, as additional work was requested by the ACHCS to obtain the required <br />groundwater and soil samples at this location. As requested, additional borings and <br />soil/water samples were taken and the results were provided to the ACHCS. <br />As some presence of petroleum hydrocarbons was again found in these most recent <br />samples, the ACHCS has requested that the City drill deeper in a minimum of four <br />locations and collect additional soil/ground water samples on the site to evaluate and <br />verity conditions. <br />7F~~I~~9C~li <br />For the initial contract, staff had solicited proposals from three (3) Environmental <br />Engineering firms that provide individuals qualified in projects of this type. Proposals <br />were received from Kleinfelder, Inc. and Bureau Veritas North America, Inc. The third <br />firm, BSK and Associates, was not able to submit a proposal due to staff availability. <br />Staff determined that Kleinfelder, Inc. was the most qualified to provide environmental <br />services for this project. <br />For the proposed additional work, Kleinfelder has proposed an additional Scope of Work, <br />which includes a fee estimate by task. Compensation will be on a time and materials <br />basis, for an additional not-to-exceed amount of $35,000. <br />This contract does not include additional borings and equipment that may be required for <br />site remediation.
