Karen Martens thanked supporters and walkers of Proposition PP and asked that the leadership <br />come back and bring the City Council altogether to achieve 5-0 votes and hoped for positive <br />resolutions concerning Measures PP and QQ. <br />Becky Dennis offered help on issues the City will face regarding the economy, and asked to see <br />consensus and common ground on the issues related to PP and QQ. <br />PUBLIC HEARINGS AND OTHER MATTERS <br />Mayor Hosterman requested moving up Item 15 ahead of Item 14. <br />15. Selection of Vice Mayor and consideration of appointments of Councilmembers to <br />various boards and commissions <br />Mayor Hosterman reported that she assigned Councilmembers to various committees which <br />were contained in the agenda packet, and she appointed Councilmember Cook-Kallio as Vice- <br />Mayor. She thanked Vice-Mayor Thorne for his commitment and efforts during his tenure as <br />Vice-Mayor. <br />Karen Martens spoke in support of the Mayor appointments. <br />Motion: It was m/s by Sullivan/McGovern to adopt Resolution No. 08-249 approving the <br />appointment of Cheryl Cook-Kallio as Vice Mayor and approving the appointments of <br />Councilmembers to various boards and commissions. Motion passed by the following vote: <br />Ayes: Councilmembers Cook-Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman <br />Noes: None <br />Absent: None <br />BREAK <br />Mayor Hosterman called for a brief break, and thereafter reconvened the regular City Council <br />meeting. <br />14. Public Hearing: PAP-127 (PDR-715), Steven Jeffrey -Consider an appeal of the <br />Planning Commission's decision upholding PAP-123 and modifying the Zoning <br />Administrator's approval of a design review for rear yard improvements at the existing <br />residence located at 927 Montevino Drive <br />Planning Director Brian Dolan presented graphics of the property, adjacent residences, stating <br />the Montevino Drive properties are elevated above all properties to the rear, which contributes <br />to the issue before the Council. He described the neighborhood characteristics, required <br />landscaping to provide screening, a historical account of the permitting, said CC&R's originally <br />prohibited grading but when proposed, grading was to be reviewed by City staff. He said there <br />have been several re-grading applications in the vicinity subject to the same restrictions which <br />were presented before the City Council. The Council determined that they wanted to review all <br />future grading at a hearing for one specific lot, but did not revise the original conditions of <br />approval. Therefore, staff was not aware of this request. <br />Mr. Dolan described the work performed, contact was made from the Johnston family, said work <br />was halted, there was a lot of discussion, three Zoning Administrator hearings where staff tried <br />to work out neighborhood issues, and ultimately the Zoning Administrator approved the <br />improvements with the main focus requiring that the landscape screening be restored.
