The Council has made it quite clear that the <br />purchaser of any of this advance sale capacity would not receive guarantees <br />or special consideration for future approval of projects or growth <br />management approval. The restrictions and buy back procedures were <br />included in the legal notice attached. <br /> <br />It should be pointed out that this capacity cannot be connected to the <br />system until both expansion projects are completed and satisfactorily <br />operating, which is not expected until late 1987. Although the City may <br />buy back the capacity, a purchaser may have to hold the capacity for an <br />indefinite period of time without the ability to connect to the system. <br />The City also has the right, under the condition of the sale, to buy back <br />the capacity three years after the two expansion projects are completed, if <br />building permits have not been taken out. <br /> <br />A permit has been prepared (copy attached) which includes the conditions <br />under which the capacity will be purchased.
