NOISE <br /> <br /> Significant Effect: Land uses developed adjacent to the <br /> Stoneridge Drive alignment will be exposed to excessive <br /> traffic-generated noise levels. <br /> <br /> Finding: Development is subject to the maintenance of noise <br /> standards as required in the Noise Element of the City's General <br /> Plan, thereby eliminating noise levels greater than the City's <br /> standard. <br /> <br />Fact: Individual development projects are subject to the City's <br />design review procedures where noise assessment studies are <br />required as necessary to determine appropriate mitigation <br />measures. <br /> <br />Fact: Noise levels can be maintained along the new route through <br />standard methods of noise reduction. <br /> <br />TRAFFIC <br /> <br />Significant Effect: Extension of Stoneridge Drive to E1 Charro <br />Road will result in potential conflicts with existing gravel <br />truck operations. <br /> <br />Finding: Coordination of roadway plans among the affected <br />jurisdictions in the area will provide for adequate facilities to <br />serve local and regional transportation needs. <br /> <br />Fact: City staff has been directed to participate in discussions <br />with other affected agencies to determine appropriate routing of <br />traffic on Stoneridge Drive, E1 Charro Roads, and Las Positas <br />Boulevard. <br /> <br />OVERRIDING CONSIDERATIONS <br /> <br />Adoption of the proposed amendments will result in the loss of <br />prime agricultural soils and sand and gravel resources. However, <br />the project's overriding economic and environmental benefits <br />include: <br /> <br />- reduction of noise levels effec~ing the predominantly <br /> residential area located on West Las Positas Boulevard. <br /> <br />- the reduction in congestion which would otherwise occur on <br /> local roadways and freeways if a east-west freeway <br /> alternative route were not provided for. <br /> <br />- opportunity is available to plan for an efficient arterial <br /> roadways with limited driveway and intersecting street <br /> access, improving its use as a high capacity, efficient <br /> parallel-freeway route. <br /> <br /> <br />
