GP-84-1 <br /> <br /> PROPOSED ENVIRONMENTAL IMPACT FINDINGS <br /> Potential Adverse Significant Effects <br /> LAND USE <br /> <br /> Significant Effect: Extension of Stoneridge Drive will result in <br /> loss of prime agricultural soils to urban uses. <br /> <br /> Finding: Loss of prime agricultural soils to urban uses is <br /> unmitigatible. <br /> <br /> Fact: Roads and agricultural uses cannot coexist. <br /> <br /> Finding: Interim agricultural use may continue until the area is <br /> ripe for development. <br /> <br />Fact: Affected area is currently used for agriculture. City's <br />policies avoid leapfrog development which could prematurely <br />render agricultural use infeasible. <br /> <br />Significant Effect: Extension of Stoneridge Drive will result in <br />loss of sand and gravel harvesting resources. <br /> <br />Finding: The loss is minimal in light of the total remaining <br />acreage devoted to this use and due to establishment of <br />additional quarry operations at other sites. <br /> <br />Fact: There are approximately 3,100 acres devoted to sand and <br />gravel harvesting in the planning area and other quarry sites <br />have been approved to serve the needs of the regional market. <br /> <br />Finding: Alternative alignments to avoid the sand and gravel <br />area are infeasible due to difficulties in aligning with <br />Livermore's West Las Positas Boulevard, a project goal, and cost <br />of bridge structures. <br /> <br />Fact: A slanting, six lane bridge structure over the Arroyo <br />Mocho is more expensive than alternative alignments' arroyo <br />crossings. <br /> <br />Fact: Livermore's West Las Positas alignment will likely be <br />located in the Rhodes-Jamieson - R. C. Johnson boundary area, <br />aligning with a Stoneridge alignment south of the Arroyo Mocho. <br /> <br />Finding: The potential effect is minimized by aligning the <br />Stoneridge extension along the Arroyo Mocho's southern boundary. <br /> <br />Fact: The above alignment minimizes land lost to street or other <br />uses and uses easements area containing utilities which cannot be <br />mined in any event. <br /> <br /> <br />
