8. Effect: Changed view of lower Pleasanton Ridge from grassy
benches/wooded areas to urban development-townhouses, custom
residences, lights at night.

Finding: The revised project substantially lessens the
impact of the project upon the views of lower Pleasanton
ridge.

Fact: The townhouses, the most visible portion of the
project have been eliminated from the project.

Fact: The most visible custom lots have been eliminated from
the project [or, have been required to be screened in a
manner which allows screening to proceed prior to
construction of buildings.]

Fact: Conditions No. 9 and 29 require landscaping designed
to hide visible development, revegetation with indigenous
species, earthtone colors, and low level down projecting
lights.

9. Effect: Creation of graded slopes in short-term potentially
extending over several years, for custom lot build-out, which
adversely affect view of lower Pleasanton Ridge.

Effect: Conditions of the project substantially lessen the
impact of short term grading on custom lots.

Fact: Modification (6) requires the introduction of
landscaping designed to screen custom lot grading and
development in advance of that development; Condition No. 26
requires cuts and fills blend with natural terrain.

10. Change of rural character along Foothill Road by introducing
urban development, possible rear yard fences along
right-of-way.

Finding: Alternatives to the project eliminating development
along Foothill Road will be socially infeasible.

Fact: The City has long planned for development along
Foothill Road and the project site has participated in sewer
and water assessment districts in accordance with those
plans.

Finding: Project conditions avoid the possibility of
unscreened rear yard fences.

Fact: Condition No. 23 proscribes rear yard fences at the
roadway right-of-way.
