Study/Negative Declaration. Staff did not prepare an Initial Study or process a Negative <br />Declaration due to the project's not having significant impacts and that the site <br />conformed to the CEQA analysis as a categorically exempt item as an infill project site <br />under Section 15332. Staff recommended that this condition be added, with each party <br />being in agreement that no additional discussion or presentation from staff would be <br />needed. <br />THE PUBLIC HEARING WAS OPENED. <br />There were no speakers. <br />THE PUBLIC HEARING WAS CLOSED. <br />Commissioner Pearce moved to approve PDR-645 as recommended by staff, subject <br />to the conditions listed in Exhibit B of the staff report <br />Commissioner Olson seconded the motion. <br />ROLL CALL VOTE: <br />AYES: Commissioners Blank, Fox, Narum, Olson, and Pearce. <br />NOES: None. <br />ABSTAIN: None. <br />RECUSED: None. <br />ABSENT: None. <br />Resolution No. PC-2008-06 approving PDR-645 was entered and adopted as <br />motioned. <br />6.b. PCUP-200, John Pfund, Tri-Valley Martial Arts <br />Application for a conditional use permit to allow a martial arts academy which <br />would (a) include up to 20 students ages 5 to 12 years, and an additional 10 <br />students 16 years and older and 1 employee, Monday through Friday between the <br />hours of 11:30 a.m. and 9:00 p.m.; and (2) provide (a) child transportation to the <br />academy from elementary and middle schools, (b) an afternoon program for <br />children between the hours of 11:30 a.m. and 6:15 p.m., (c) an area for homework <br />activities, (d) after-school martial arts-related games and activities, (e) seasonal <br />camps, and (f) care and supervision from 9:00 a.m. to 6:15 p.m. on school <br />holidays, two weeks during the school winter break, and ten weeks during the <br />school summer break, in an existing building located at 1262 Quarry Lane, <br />Suite A, in the Valley Business Park.
