b. Review and Consideration of the Draft General Plan <br />To provide an opportunity to review the Draft General Plan and provide <br />comment. <br />Chair Blank noted that Measures PP and QQ had proposed specific language <br />amendments and inquired if staff was working on those amendments. <br />Ms. Seto replied that since voters have approved both Measures PP and QQ, the City <br />Council will approve the results of the Election at the December meeting and both <br />measures would take effect ten days thereafter. She added that because the Measures <br />would be amending the General Plan, the restrictions of Measures PP and QQ would be <br />taken into account and the language from both measures incorporated into the General <br />Plan. <br />THE PUBLIC HEARING WAS OPENED. <br />There were no speakers. <br />THE PUBLIC HEARING WAS CLOSED. <br />Chair Blank thanked Ms. Stern for herwork on the Draft EIR and Draft General Plan. <br />c. PCUP-229, John Pfund, Tri-Valley Martial Arts Academy <br />Application for a conditional use permit to allow the operation of the following at <br />1262 Quarry Lane, Suite A, in the Valley Business Park: (1 } a martial <br />artslchildcare facility, Monday through Friday, from 11:30 a.m. to 6:15 p.m.; <br />(2) full-time childcare program camps during school breaks and holidays; and <br />(3) evening martial arts classes, Monday through Friday, from 6:45 p.m. to 9:00 <br />p.m. Zoning for the property is PUD-I (Planned Unit Development- Industrial} <br />District. <br />Ms. Amos presented the staff report and noted that a project timeline dating back to <br />June 2007 was before the Commission. She then described the background, scope, <br />and key elements of the project. <br />Commissioner Fox inquired where the car parts business was located, and Ms. Amos <br />replied that this was located in a separate building and pointed it out on the displayed <br />map. She noted that Suite A is where the applicant is planning to locate; a potential <br />tenant will locate in Suite B, but staff is not aware of that use at this time; Liquid Coating <br />is operating in Suite C, and Novine Company is operating in Suite D. <br />Commissioner Fox noted that the attachment to Question No. 97 lists the businesses on <br />Quarry Lane and has After Market Distributing in Suite C, and Liquid Coating in Suite D. <br />She stated that she believes Suite C is actually the car parts business. <br />Ms. Amos agreed with Commissioner Fox and acknowledged staff's error. <br />PLANNING COMMISSION MINUTES, November 12, 2008 Page 3 of 29 <br />
