Mr. Dolan pointed out that it is not just the scheduling conflicts that prohibit staff from <br />committing but also the quantity and complexity of information requested and the <br />desire for internal review of how staff responds. Chair Blank stated that he would <br />like the item to be heard before November. Mr. Dolan stated that all staff can <br />commit to at this time is its best efforts to bring it back to the Commission and noted <br />that he has told Mr. Pfund and Mr. Balch the same thing. <br />Chair Blank expressed concern that if the perception is that this will not be heard <br />until November, then everyone would shoot for that November date, as opposed to <br />getting the information as rapidly as possible and then perhaps getting the <br />opportunity to schedule a special hearing just for this item, given the appropriate <br />notice. He indicated that he was looking for some way to show good faith effort on <br />everyone's part. <br />Mr. Dolan stated that he would be happy to explore interim special meeting dates <br />when staff is ready with its responses. <br />Commissioner Narum agreed with Chair Blank and expressed concern that this <br />project does not experience anever-ending list of questions. She inquired if there is <br />a cut-off date to ask questions so staff can get the answers to the questions and <br />move forward. Mr. Dolan replied that he does not have the ability to stop accepting <br />questions submitted to staff but that he could stop answering them. <br />Commissioner Pearce stated that she is aware that staff is making its best efforts but <br />that she finds it really disappointing that this item cannot come to a decision. She <br />added that she has been on the Planning Commission for a few years now and that <br />she has never heard an item, after having a hearing and then being rescheduled, to <br />have over 100 supplemental questions. She indicated that she finds this punitive <br />and that she hopes the Commission can get this heard as soon as possible and <br />move it on its way. <br />5. CONSENT CALENDAR <br />a. PCUP-230, Keshore Vummarao, Ranch India <br />Application for a conditional use permit to operate a specialty grocery store at <br />1991 Santa Rita Road, Suite B in Mission Plaza. Zoning for the property is <br />C-C (Central Commercial) District <br />Commissioner Fox noted that the Conditions of Approval refer to a shared parking <br />agreement with 1811 Santa Rita Road and that the agreement becomes null and <br />void in the future. She stated that typically, when reference is made in the staff <br />report to a shared parking agreement, a signed copy of that agreement would be <br />attached to the report. She asked staff for information on the agreement. Ms. Seto <br />replied that staff did not provide a copy of the agreement because it is apre-existing <br />agreement, dating back to the original center date.
