Commissioner Fox inquired if the building had been modified to have the room with <br />the ATM. Mr. Cahn replied that the lobby was already completed, and the elevator <br />and stairway, which are part of the base building, were likewise already built. He <br />noted that Comerica only occupies tenant space. <br />In response to Commissioner Fox's inquiry regarding whether the secured room <br />behind the ATM had already been built as well, Mr. Cahn said yes. Mr. Otto then <br />pointed out on the display slide the entire tenant space that Comerica will occupy. <br />He noted that a square area has been installed as the required access for the <br />second-floor offices, and includes the stairway, the elevator, and the machine room <br />for the elevator. He indicated that this entire area was part of the common lobby <br />area and is not part of Comerica's tenant space. <br />In response to Commissioner Fox's inquiry regarding the room behind the ATM, <br />Mr. Otto replied that Comerica has not done any of its tenant improvements. <br />Commissioner Pearce stated that she has seen banks with a double set of doors so <br />a person can go into a secured area and then through another set of doors which <br />leads to the ATM. She inquired if this option was considered. <br />Mr. Polcyn replied that this is dictated by Comerica and that it does not like to <br />implement those types of scenarios. Mr. Cahn indicated that the double-door setup <br />creates atheft-prone area which the police do not like because they want ATMs to <br />be accessible and close to the streets with as much traffic and visibility as possible. <br />Commissioner O'Connor noted that he understands why Comerica is replacing a <br />window and inquired why the ATM room was not moved closer to the front of the <br />building if the police want the ATM to be as visible as possible. <br />Mr. Otto noted that the proposed location of the ATM is fine with the Police <br />Department. He added that there will be a lot of visibility from Main Street and <br />Division Street, it will have the lighting required by Federal laws, and staff did not <br />want it moved farther to the west to have it so close to Main Street in order to <br />preserve as much of the historic character of the building as possible. <br />Chair Blank stated having the night depository and ATM in the same area gives a <br />mass effect and that there appears to be a lot of bronze sticking out of a building that <br />one would not normally see. He inquired whether it would be outrageously <br />expensive to locate the night depository along Main Street on the farthest east <br />corner of the building and leave the ATM at its proposed location. <br />Mr. Cahn replied that this is possible but that typically, the ATM and night depository <br />are kept together for security reasons and are kept in one locked room on the inside <br />of the bank. He noted that at one point, they looked at putting the ATM and bank <br />drop in the corner, but they did not follow that through because that would result in <br />PLANNING COMMISSION MINUTES, September 24, 2008 Page 24 of 41 <br />
