Commissioner Narum referred to the discussion on Condition No. 22 in the fourth full <br />paragraph on page 16 and stated that she believed the modification was to allow <br />only one non-habitable accessory structure outside the building envelope. <br />Ms. Decker noted that there was a discussion on agricultural uses and that the <br />Commission entertained notions of a vineyard, orchard, and crops as well as the <br />grazing of animals and outbuildings outside the development area. She added that <br />the Commission expressed the desire to have these uses come back to the <br />Commission as conditional use permits. She stated that staff would go back and <br />check the tape. <br />Commissioner Pearce stated that she believed the Commission talked about it but <br />that the condition was actually about having a CUP for the non-habitable accessory <br />structures. Commissioner Narum reiterated that her recollection was that it was for <br />only one structure. <br />Ms. Decker noted that the discussion was for several agricultural uses outside the <br />building envelope area, including the grazing of animals, a shed for animals and <br />shading, an outbuilding to store seed, or vineyards and winemaking. She added that <br />it was not limited in terms of conditioning to just a single outbuilding structure but <br />was for any agricultural uses and outbuildings, which the Commission then <br />requested to come back as a conditional use permit. She advised that staff would <br />check and verify. <br />Commissioner Narum stated that her intent for the modification then as well as her <br />vote was for one structure. <br />Chair Blank requested that the sentence of the first full paragraph on page 16 be <br />modified to read as follows: "Chair Blank stated that when the project comes back <br />for design review, he would like to see viewscapes similar to those presented for the <br />Staples Ranch Environmental Impact Report (EIR) as they take away any issues of <br />photo comparison." <br />Commissioner Pearce moved to approve the Minutes of August 13, 2008, as <br />amended. <br />Commissioner Narum seconded the motion. <br />ROLL CALL VOTE: <br />AYES: Commissioners Blank, Narum, O'Connor, Olson, and Pearce. <br />NOES: None. <br />ABSTAIN: Commissioner Fox. <br />RECUSED: None. <br />ABSENT: None. <br />The motion passed. <br />PLANNING COMMISSION MINUTES, September 10, 2008 Page 3 of 33 <br />
