The Lams, 3105 Catawba Court, also have concerns regarding the removal of the landscaping. <br />They feel that the removal of the landscaping has changed the appearance and feel of their <br />backyard area. The Lams are also concerned with the amount of noise that will be generated <br />from the applicant using the backyard area because the noise "buffer" (landscaping) has been <br />removed. Without the mature landscaping, the houses surrounding and above the Johnston and <br />Lam properties are visible. The Lams would like to see landscaping along the rear and side of <br />the property similar to what was there prior to the grading of the site. <br />Please see Exhibit fl for correspondence from the applicant and rear neighbors and Exhibit I for <br />additional photographs. <br />Zoning Administrator Hearings <br />At a public hearing on April 16, 2008, the Zoning Administrator, Donna Decker, decided that <br />the applicant and neighbors should use this meeting to provide comments and that another <br />hearing would be scheduled to accommodate the discussion and resolution of the neighbors <br />concerns. After receiving public testimony from the neighbors and applicant, the Zoning <br />Administrator determined that site visits to the neighbors and applicants' properties would be <br />appropriate to better assess the comments received. <br />Mrs. Decker and staff met with the involved parties, on an individual basis at their properties, to <br />listen and discuss their concerns. During these visits, Ms. Decker assessed potential impacts <br />from the removal of the landscaping and proposed grade change and discussed with the <br />neighbors and the applicant possible solutions. <br />PAP-123, Appeal of PDR-715 <br />Planning Commission <br />3 of 7 <br />
