._.- <br />~ (. <br />The Lams, 3105 Catawba Court, expressed concerns regarding the removal of the <br />landscaping. Mr. Lam stated that it has changed the appearance and feel of his backyard <br />area. He continued by saying that the noise is a concern to them when the applicant is using <br />the backyard area because the noise "buffer" (landscaping) has been removed. Mr. Lam also <br />noted that without landscaping, the houses surrounding the properties can now be seen; which <br />is a concern since his lot is elevated lower then the subject site and adjoining neighbors. Mr. <br />Lam would like to see landscaping along the rear and side of the property that was similar to <br />what was there prior to removal. Mr. Lam also expressed his willingness to work with the City <br />and the applicant to resolve their concerns. Mr. Lam conceded that his primary concern was <br />to have the landscaping replaced as quickly as possible so that their privacy could be restored. <br />During the July 10, 2008 Zoning Administrator hearing, the applicant was agreeable to the <br />modifications to the landscaping changes that were recommended by the Zoning Administrator <br />as reflected in the conditions of approval attached to this report. <br />Staff notes that detailed public comments of the Zoning Administrator hearing will be on file <br />with the Planning Division for public review. <br />ENVIRONMENTAL ASSESSMENT <br />Projects of this nature are categorically exempt from the requirements of the California <br />Environmental Quality Act (CEQA) under Section's 15304 (4)(a-c) Minor Alterations to Land <br />and 15305 (5) Minor Alterations in Land Use Limitations. Therefore, no environmental <br />document accompanies this report. <br />ZONING ADMINISTRATOR ACTION <br />The Zoning Administrator granted approval of PDR-715, subject to the conditions of approval <br />as shown in the attached Exhibit B. <br />The decision of the Zoning Administrator may be appealed to the Planning Commission within <br />15 days. A letter of appeal and the appeal fee must be filed with the Planning Division by <br />Friday, July 25, 2008.
