EXHIBIT A-2 <br />PROJECT IMPLEMENTATION PLAN <br />The implementaton process begins with planning and preparation, including team conference <br />calls, to get the process started. Active will set up an email distribution list of those dedicated to <br />the project to help ensure consistent communication between all members of the Active team and <br />the City's migration team. <br />ACTIVE IMPLEMENTATION TEAM <br />Active's hnplementation Services Group will use steam-based approach to work with the City <br />Team ("City StatP') to install, configure, and train City Staff so that City Staff is able to start <br />using its Payment Manager. Led by the Active Project Manager, the Active team for this project <br />will include a Data Profiling Analyst, a Technical Support Specialist, a System Specialist, and a <br />City Training Consultant. The City's Team is led by the Project Manager and is assisted by rho <br />Technical/System Support Specialist and System Administrator. This project will involve <br />Active' hardware and software setup, loading of the City's database, and training the City staff <br />on System functions. The roles and responsibilities are listed below. <br />Active Project Manager <br />As soon as the contract between the City and Active is fiilly executed, Active wilt designate the <br />Project Manager & Team for this project and will provide City with all appropriate contact <br />information. The Project Manager has overall responsibility for the implementation process and <br />master schedule, and he or she details the process and timing of the City's implementation, <br />installation, and training. The ACTIVE Project Manager works closely with the City Project <br />Manager to ensure that all assigned resources (ACTIVE and City) remain attentive to meeting <br />the project completion. The ACTIVE Project Manager will meet weekly, or as deemed <br />necessary, with the City Project Manager to provide a written project status report. <br />Conflict Resoluflon -The ACTIVE Project Manager will report any issues /problems that <br />impede the progress of We project to the City Project Manager. The project managers will work <br />closely to resolve any unresolved issues /problems. The ACTIVE Project Manager can request <br />in writing that the City Project Manager escalate an issue that he /she believes is outside the <br />collective ability of the project managers to resolve and which could have an adverse impact <br />project completion and/or cost. The City Project Manager will meet with the ACTIVE Project <br />Manager to assess the basis of the request and determine if the matter should be escalated to the <br />Executive Committee. The City Project Manager will forward the issue in writing to the <br />Executive Committee and request an executive decision as soon as possible. <br />The Project Manager ensures that the project stays on schedule and serves as a resource when <br />there are questions that fall outside the purview of other team members. The Project Manager <br />ensures a smooth transition from Sales to implementation Services and is available to answer any <br />questioms about the project. When the project draws to a close, the Project Manager facilitates <br />transfer of support from Implementation Services to Customer Services. <br />10 <br />
