BACKGROUND <br />Tract 7433, Ironwood Development (Busch Property), developed by Ponderosa Homes, <br />is a 19 single-family residential lot subdivision. Tract 7433 is located north of Busch <br />Road, east of Kamp Drive and south of Mohr Avenue. <br />Tract 7433 is the last of six subdivisions to be accepted that make up the Ironwood <br />Development (Busch Property). Council has previously accepted some of the off-site <br />public improvements required of the development and the on-site improvements required <br />of the development for Tracts 7381, 7429, 7430, 7031, and 7432. <br />On-site Improvements (to be accepted) <br />Tract 7433 of the Ponderosa/Busch development included the construction of one new <br />public street (Baur Court) within the boundaries of the tract. In conformance with the <br />conditions of approval of the tentative map, this phase of the development is accessible <br />only from Busch Road. <br />The storm drain, sanitary sewer, and water systems within the public street serving this <br />tract will be maintained and operated by the City. Like other streets within the <br />development, the planter strip within the limits of the subdivision will be maintained by <br />the homeowners' association. <br />DISCUSSION <br />Ponderosa Homes' engineers have designed all the required off-site <br />improvements connected with Ironwood Development. However, for various <br />reasons, three of the required improvements have not been installed. These off- <br />site improvements are listed below: <br />• Construction of a westbound to northbound free right turn lane at the intersection <br />of Stanley Boulevard and Valley Avenue; <br />• Construction of a secondary entrance to the City Operations Services Center <br />(OSC) on the north side of the facility; and <br />• The westbound approach on Bernal Avenue to be widened at its intersection with <br />First Street to accommodate a double left turn. <br />Ponderosa Homes has posted a separate bond with the City to cover the cost of <br />installing these improvements, excepting the last improvement (Bernal Avenue at First <br />Street) which Council has asked Ponderosa Homes to delay. Ponderosa Homes will be <br />completing the other two improvements with their Ironwood Active Adult development. <br />This development is proposed for the site which was originally held in reserve for a <br />school on the east side of the Ironwood development. It is anticipated that this <br />development will be constructed in the spring of next year. <br />Page 2 of 3 <br />
