October 29, 1985 <br /> <br />TO: MAYOR MERCER AND MEMBERS OF THE COUNCIL <br />FROM: KARIN MOHR <br /> <br /> SUBJECT: Committee to Review the Commission Alternate <br /> Position <br /> <br />A committee composed of Jacquie Oliverius, Park and Recreation <br />Commission; Jarrett Johnson, Human Services Commission; Dee Wil- <br />son, Planning Commission; and Karin Mohr, reviewed the existing <br />functions of the commission alternates. The recommendations <br />follow. <br /> <br />1) Alternates should be seated at the staff table so that they <br /> can participate in all discussions. Their attendance should <br /> be on the same basis as the regular commissioners. <br /> <br />2) Time served: The committee felt that one person should not <br /> be able to serve eight years as an alternate and then eight <br /> years as a regular commissioner. To prevent this possibility <br /> they prefer time be counted as though the alternate were a <br /> regular commissioner. In other words, once appointed as an <br /> alternate time would be tolling on the eight years of time <br /> (or two terms) any commissioner may serve. <br /> <br />3) Number of terms: Two terms maximum, partial terms of two <br /> years plus one day would count as a full term. In other <br /> words, the most time that could be served would be ten years, <br /> the minimum (assuming a second appointment) would be six <br /> years plus a day. <br /> <br />4) Transfer from alternate to regular commissioner will not be <br /> automatic. Application and interview procedures should be <br /> followed. <br /> <br />5) The committee felt that an alternate commissioner should be <br /> treated the same as a regular commissioner. They need to <br /> attend regularly, do all the assigned reading and be prepared <br /> to vote on any issue. They would not be second class commis- <br /> sioners in any way except that they would not vote unless in <br /> the absence of a commissioner. <br /> <br />These recommendations are being forwarded to you for your consid- <br />eration and whatever action you feel is appropriate. <br /> <br /> <br />
