Committee ~ <br /> Recommendation: C) ESTABLISH CENTRAL PHONE NUMBER <br /> <br />Staff Analysis: Staff agrees. The City has budgeted for a new <br /> receptionist to be located in the entrance of <br /> City Hall. It is hoped that this position <br /> could include responsibility for receiving and <br /> distributing calls concerning truck routes, <br /> dust, construction noise etc. for the <br /> appropriate department for follow-up. This <br /> central receiving point would eliminate the <br /> confusion that the public sometimes <br /> experiences in trying to talk with the correct <br /> department in order to respond to a particular <br /> concern. <br /> <br />CONCLUSION <br /> <br />As discussed in the previous staff analysis, staff feels that <br />implementation of the EMC recommendations would provide the City <br />with a mechanism to evaluate environmental conditions as the City <br />develops. Already, numerous recommendations of the Committee <br />have been incorporated into the normal operating procedures of <br />City Hall. However, there is additional work in varying degrees, <br />that needs to be completed. (Specifically to programs of Air, <br />Noise, Water, Hazardous Materials and Traffic monitoring.) Staff <br />feels that, as proposed, continuation of the EMC is the <br />appropriate method for advising staff, Planning Commission and <br />Council as to the best means of refining these programs. <br /> <br />STAFF RECOMMENDATION <br /> <br />Staff recommends your CoUncil take the following actions: <br /> <br /> 1. Create an ongoing Environmental Monitoring Committee, <br /> structured and staffed as recommended in Recommendation <br /> 2a; <br /> <br /> 2. Reappoint the former members to the newly created <br /> Environmental Monitoring Committee, except for Sharrell <br /> Michelotti, and fill her position by appointing a <br /> layperson after soliciting the community for interested <br /> individuals; <br /> <br /> 3. Direct staff to implement the following recommendations <br /> of the Environmental Monitoring Committee: <br /> <br /> l(a) Air Quality <br /> <br /> (1) per EMC recommendation <br /> (2) as qualified by staff in this report <br /> (3) per EMC recommendation <br /> <br />Page 9 <br />SR85:553 <br /> <br /> <br />
