Committee ~ Recommendation: C) ESTABLISH CENTRAL PHONE NUMBER Staff Analysis: Staff agrees. The City has budgeted for a new receptionist to be located in the entrance of City Hall. It is hoped that this position could include responsibility for receiving and distributing calls concerning truck routes, dust, construction noise etc. for the appropriate department for follow-up. This central receiving point would eliminate the confusion that the public sometimes experiences in trying to talk with the correct department in order to respond to a particular concern. CONCLUSION As discussed in the previous staff analysis, staff feels that implementation of the EMC recommendations would provide the City with a mechanism to evaluate environmental conditions as the City develops. Already, numerous recommendations of the Committee have been incorporated into the normal operating procedures of City Hall. However, there is additional work in varying degrees, that needs to be completed. (Specifically to programs of Air, Noise, Water, Hazardous Materials and Traffic monitoring.) Staff feels that, as proposed, continuation of the EMC is the appropriate method for advising staff, Planning Commission and Council as to the best means of refining these programs. STAFF RECOMMENDATION Staff recommends your CoUncil take the following actions: 1. Create an ongoing Environmental Monitoring Committee, structured and staffed as recommended in Recommendation 2a; 2. Reappoint the former members to the newly created Environmental Monitoring Committee, except for Sharrell Michelotti, and fill her position by appointing a layperson after soliciting the community for interested individuals; 3. Direct staff to implement the following recommendations of the Environmental Monitoring Committee: l(a) Air Quality (1) per EMC recommendation (2) as qualified by staff in this report (3) per EMC recommendation Page 9 SR85:553
