C. New Construction <br /> <br /> 1. A new curb and gutter should be installed according to City standard along <br />_ the Kottinger Road frontage. <br /> <br /> 2. A concrete drive apron should be installed where the existing A.C. road (to <br /> the tank/bufiding) meets Kottinger Road. <br /> <br /> · 3. A parking area for parallel parking along Kottinger Road should be constructed <br /> as shown on the plan. Alternative parking solutions are shown if the City <br /> decides that more parking is necessary. It is the purpose of the plan to cause <br /> as little impact as possible to the park itself. This, and the fact that any <br /> major parking need is only occasional, supports our recommendation for a <br /> minimal parallel parking area. Paving for an alternative on-site parking area <br /> should be designed such that it allows aeration of the roots of the existing <br /> trees. <br /> <br /> 4. If the City determines that vehicle and motorcycle traffic through the park is <br /> a problem even after the curb at Kottinger Road is established, a barrier may <br /> be required. This barrier would be constructed in conjunction with the new <br /> gate and perimeter fence at the bottom of the slope to prevent vehicle (ear <br /> and motorcycle) access to the park. This should be made of such materials <br /> and designed in such a way as to blend into the park as much as possible. <br /> <br /> 5. A new trail should be constructed from the parking lot area to the top of the <br /> hi]]. This trail should be relatively informal with switchbacks in order to keep <br /> the maximum grade to approximately 15%. It should provide a "tour of the <br /> site" rather than a direct route to its destination. <br /> <br /> 6. Large decorative stones should be installed in the open fiat area to be <br /> hydroseeded at the top of the hill. <br /> <br /> 7. All existing "bare ground" areas should be graded to achieve positive drainage <br /> if needed, then filled and amended prior to hydroseeding with native grasses. <br /> Grading for drainage is especially important at the fiat area at the bottom of <br /> the hill. <br /> <br /> 8. Existing gate to A.C. road should be moved (downhill) to location shown on <br /> plan. This will increase visibility of this vehicle barrier, and allow less room <br /> for vehicles to park within park property. <br /> <br /> 9. A 6 foot chain link fence is recommended at park boundaries, as shown. This <br /> fence should include a gate at the maintenance access to Bevilaequa Court. <br /> The Kottinger frontage should remain unfenced. <br /> <br /> 11 <br /> <br /> <br />
