conditions of approval were also modified to incorporate noise mitigation wording and <br />disclosures for noise associated with the downtown area activities. <br />The property owner's representative spoke at the public hearing. Anne Borame <br />Reinhart, the daughter of the property owner for 4282, 4676, and 4664 Augustine <br />Street, noted that she liked the proposed project, particularly the undergrounding of the <br />utilities. She explained that her tenants have been curious about the project and have <br />expressed concern about parking. <br />CALCULATION REVISIONS <br />Upon publication of the staff report for the October 7, 2008 City Council hearing, staff <br />revised the conditions of approval to address a miscalculation in FARs for the proposed <br />lots. The proposed conditions of approval (Exhibit B) reflect the corrected FARs. The <br />FARs that were corrected appear with the original percentage lined out and the new <br />percentage added. <br />ENVIRONMENTAL ASSESSMENT <br />This project is categorically exempt from environmental review pursuant to the <br />California Environmental Quality Act (CEQA) Class 32, Section 15332(a-e). Therefore, <br />no environmental document accompanies this report. <br />CONCLUSION <br />Staff believes the proposed PUD is in keeping with the themes, policies, and <br />requirements of the General Plan and the Downtown Specific Plan. The proposed PUD <br />provides home design solutions that achieve the balance required of an infill <br />development in this area: provision of higher density, single-family housing that <br />incorporates the design and development standards of the surrounding area.
