zero. Based on the arborist report, the tree would be removed. Various trees are <br />proposed to be installed throughout the project. <br />Given the close proximity of the project site to the Union Pacific Railroad (approximately <br />400 feet away), a noise study was prepared by Charles M Salter Associates, Inc. for this <br />project (Attachment 6 of the Planning Commission staff report). The noise study <br />analyzed the rail traffic and train horn noise. The study provides comparison of the <br />noise levels to the applicable City standards and recommends mitigation measures for <br />the project to meet the City's interior Day-Night Average Sound Level (DNL) goal of <br />45dBA and the interior single-event noise level goal of 50dBA. <br />The study indicates that the DNL can be met with no special mitigation measures being <br />required. For the single-event levels to be met, the study recommends Sound <br />Transmission Class (STC) rated windows. <br />Staffs concerns with regard to noise mitigation as recommended in the noise study <br />focuses mainly on the increase of STC rating potentially requiring the use of unattractive <br />bulky windows. Interior noise levels can be mitigated by additional measures, such as <br />increased sound insulation in the walls of the structure. A condition of approval has <br />been provided to allow flexibility for construction methods to meet the noise study <br />recommendations. <br />Please refer to the Planning Commission staff report dated July 23, 2008 for a detailed <br />description of this project and background information (Attachment 4-B). <br />Planning Commission <br />The proposed project was reviewed by the Planning Commission on July 23, 2008. By <br />a 5 to 0 vote, the Planning Commission recommended approval of the project, subject <br />to the conditions shown in Attachment 2. The Planning Commission meeting minutes <br />are attached for the Council's information (Attachment 5). <br />The Planning Commission concluded that the project was well designed and the <br />proposed density was appropriate for this neighborhood. Minor concerns were voiced <br />over the carport designs, but the Commission concluded that the carport design was <br />supportable with modified conditions of approval to restrict storage in the carports and <br />to require future modifications of the carports be processed as Planned Unit <br />Modifications. <br />The Planning Commission discussed the removal of the Pecan tree and modified the <br />conditions of approval to require payment into the Urban Forestry Fund in the amount of <br />half of this tree's appraised value. <br />A discussion on the historic homes (Lots 1 and 5) focused on the handling of future <br />additions and/or new construction requests. This discussion resulted in a condition of <br />approval requiring any additions and/or new construction on these lots to have a copy of <br />the plans provided to the Planning Commission during the noticing process.
