felt there are many opportunities to make people get out of their cars and use public transit, <br />given the cost of gas, types of cars, congestion, and the environment. When going through the <br />PUD process, she thinks with some work we can come up with things to suit the business park <br />while also encouraging people to look at this differently. <br />Councilmember Cook-Kallio supported a task force, volunteered for it, but would defer to the <br />Mayor because of her interest in TOD development. Regarding CarrAmerica, she believes the <br />General Plan Update and Staples Ranch must be done first, and supported separating <br />CarrAmerica from the other projects, but voiced concern with the amount of staff time taken <br />away from the General Plan. <br />Councilmember McGovern voiced support for a task force and said she would agree to serve on <br />it. She did not want CarrAmerica separated out and felt it should be part of the process so there <br />is more public input as it is close to residential and a very large property. <br />Commissioner Olson said he was troubled that Mr. Inderbitzen had to answer the question the <br />way he did as to why there is not residential on the CarrAmerica site. There is a direct link <br />between residential and jobs, and it is about jobs. He would have preferred him to say they will <br />include some housing on this project because they are providing space for jobs and those <br />people can commute in on BART. He asked everyone to consider an idea; housing in Hacienda, <br />or affordable housing in Hacienda as exempt under the housing cap. Councilmember McGovern <br />disagreed and said the current footprint was not something she could support, but confirmed <br />that the Council had been in a workshop setting and she adamantly asked that more public <br />participation be sought. <br />Vice Mayor Thorne supported the task force and said he would agree to serve on it, and <br />because of the upcoming election, questioned the timing for the task force would be <br />approximately one year. City Manager Fialho said the logistics of this could be determined at a <br />later time. <br />Vice Mayor Thorne said as long as there is a robust public process, he was agreeable to <br />moving CarrAmerica forward. <br />Councilmember Sullivan supported the task force to include all stakeholders, liked the idea of <br />including Stoneridge Drive and Valley Drive residents who could be impacted by it. He said he <br />does not have any philosophical problems with what CarrAmerica is trying to do to intensify the <br />site, but voiced concern that the neighbors do not know anything about it and secondly, there <br />are only so many traffic allocations to spread around. He questioned what this would do to <br />something viable at the TOD site at Hacienda, and he would hate to lose that opportunity. He <br />felt a visioning process should occur as to what we want Hacienda to look like before any of the <br />other proposals move forward. Also, the City needs to get the General Plan traffic models. He <br />therefore felt it should not move forward in parallel. <br />Regarding the housing cap issue, Councilmember Sullivan said the City has enough units left <br />under the cap to do something, and as a community, we should prioritize where we want the <br />rest of the housing to be and he felt this process could be a basis for some of that. <br />Councilmember McGovern said it was mentioned that square footage would be taken from other <br />areas in Hacienda to be able to add the 480,000 square feet. She questioned if this had been <br />approved by other property owners.
