owners association, and residents to meet and return with recommendations. He volunteered to <br />be on that subcommittee. <br />Vice Mayor Thorne believed a PUD process can work, it can provide the same level of scrutiny <br />and public participation as a specific plan process, as long as public participation is there. He <br />also agreed to include adjacent property owners as well. He said he was not prepared to <br />abandon the City's priorities and he wants to make sure that the General Plan and Staples <br />Ranch gets finished which are his top priorities. <br />Councilmember McGovern said she would like to know what the PUD process is, how inclusive <br />it is, voiced concern that there are already development agreements and plans in place which <br />she has not seen for a very long time. She questioned if there would be a process for the <br />Planning Commission to review these in order to understand the current situation and what <br />kinds of impacts there would be for the overall community as well as for Hacienda. <br />City Manager Fialho said if the Council adopted the task force concept or subcommittee <br />process, this could be a stage for public participation and dialogue in order to provide <br />background information to the Council. In turn this information can be provided to the remainder <br />of the two Councilmembers and Planning Commissioners, and confirmed with Councilmember <br />McGovern that the PUD process would go first to the entire Planning Commission and then to <br />the entire Council. He also confirmed the meetings would be subject to the Brown Act and <br />noticing. <br />Councilmember McGovern referred to the additional 480,000 square feet for CarrAmerica, and <br />confirmed this was included in the 1 million square feet left. She said she could support the <br />PUD process if it was one that has been described to her. She asked that not only the adjacent <br />homeowner associations, but the Stoneridge Drive residents should also be brought in. She <br />hoped that all Hacienda housing areas within the business park are represented, as well as <br />apartment residents and Stoneridge residents. <br />Councilmember McGovern voiced concern with parking and the FAR, for other developments <br />and not a part of determining whether or not a PUD or specific plan process is used. <br />Councilmember Sullivan agreed, and he suggested first figuring out the process. <br />City Manager Fialho agreed and said he had asked staff to relay that the focus be on three <br />fundamental questions; 1) the specific plan or a PUD process; 2) direction on the subcommittee <br />or task force process which is an added process and not a streamlined process; and 3) provide <br />direction about CarrAmerica; either tracking parallel with the PUD process or having it ultimately <br />track on its own as a separate project because it does not limit a residential development. <br />Commissioner O'Connor asked if the extra square footage on CarrAmerica, was in addition to <br />the current 1 million square feet, or is it being reallocated where the 1 million square feet is <br />being placed. Mr. Reber said they are essentially reallocating it; they will be able to take it off <br />other properties that could potentially go mixed use or residential. <br />Councilmember Cook-Kallio said she supported the PUD process as outlined, but felt it was <br />extremely interesting that a TOD is defined by one-quarter to one-half mile walking distance, but <br />when busing school children its define as 1 to 1.5 miles. She said one of the reasons it feels <br />longer to walk through Hacienda is because of the way things look. She was interested in <br />exploring things that soften the intense development, was interested in seeing trails, pedestrian <br />walkways, connectors, trees, and she agreed with comments of Councilmember Sullivan.
