BACKGROUND <br />This project conforms to the adopted Bernal Property Phase II Specific Plan dated May, <br />2006. <br />The subject project is not included as one of the previously authorized projects in the <br />2007/2008 Capital Improvement Program. This project was initiated sometime in <br />August 2007, when discussion began regarding a possible donation from the Kane <br />Family toward construction of a trail. Staff from the Parks and Community Services <br />Department, along with staff from the Public Works Department (now Community <br />Development Department), provided a conceptual project design and a preliminary <br />construction estimate that were presented to the Kane family. Subsequent design <br />revisions were made in close coordination with the Kane family. The latest version of <br />the proposed project was eventually presented to the community via an onsite field <br />meeting held in August 2008. The constituents who attended the field meeting were <br />very supportive of the proposed project and expressed appreciation for the Kane family <br />for their generous donations. <br />This project consists of constructing a 1.1 mile multi-purpose trail that will extend the <br />existing trail built several years ago near the northern limit of the Castlewood Country <br />Club up to the Bernal Avenue area. It will also provide a parking and a staging area with <br />arbor structures, trash receptacle, and a drinking fountain near the northern end of the <br />project. The trail will be 10 feet wide and composed of asphalt/concrete, with a 2-foot <br />wide decomposed granite path alongside the main trail for use by joggers. Along the <br />length of the trail will be three vista points, benches and trash receptacles, with some <br />landscaping. <br />DISCUSSION <br />Bids <br />Sealed bids for this project were opened on September 25, 2008. There were a total of <br />fifteen (15) bids received with bid amounts ranging between $454,855 and $768,000 <br />(see Attachment 2). The engineer's estimate for this project was $750,000. <br />Staff reviewed the bid submitted by the apparent low bidder, McGuire and Hester, and <br />found it to be in order. Past work performed by McGuire and Hester was also verified to <br />be satisfactory. Staff recommends award of the construction contract to the lowest <br />responsible bidder, McGuire and Hester. <br />Budget <br />Project funding and estimated expenditures are presented in Attachment 3 to this <br />report. <br />Staff is recommending a 20% project contingency ($90,971) in order to accommodate <br />necessary adjustments due to unexpected onsite conditions that may arise with the <br />construction of the trail and the vista points. <br />Page 2 of 3 <br />
