Page II-il, third complete paragraph: Commissioner Hovingh noted that the hold capacity calculations have changed. Page II-16, Program 5.2: This was discussed and will remain as written. Chairman Lutz feels that the City does seek business through the Economic Advisory Committee, and this program should be viewed as guidance to staff. Page II-16, Program 3.2: The Commission will accept the recommended language change from the Park and Recreation Commission from "Consider" to "Explore," and the deletion of the portion "or other public open space area to serve as a location for outdoor community events." Page II-16, Program 3.4: This was discussed and approved as written. However, Commissioner Hovingh feels that the limited pazking downtown could pose a problem. Commissioner Wright feels that the City would not want to encourage three-story development in the Downtown. Page II-16, Program 3.5: Commissioner Hovingh suggested that the program (historic train concept) be deleted from the General Plan until the project is better defined environmentally and public response is received. Commissioner Wright suggested to use the language "Consider." Commissioner McGuirk would prefer that the Southern Pacific Railroad right-of-way be used for the best alternative for pedestrian/vehiculaz circulation. The final consensus was to change "Encourage" to "Consider." Page II-16, Program 6.2: There was discussion to add "affordable" regarding child caze facilities. No agreement was reached to implement a change. Page II-17, Program 7.2, and Page II-17, Program 6.4: Commissioner Wright feels that residential housing duecdy next to BART is unacceptable. The Commission members agreed to recommend the deletion of Programs 6.4 and 7.2. Page I-18, Policy 9: Commissioner Wright felt that the word "Provide" should be changed to ,~ "Make an effort" or "Where feasible. After discussion, the Commission agreed to the wording: "Provide each major residential area with high quality r~ighborhood facilities including a pazk and other amenities, and encourage the location of an elementary school." Page II-19, Program 13.1: Commissioner Wright suggested a modification to read: "Make an effort to reduce the need for vehicular traffic by...." This modification was accepted by the full Commission.
