85. All building and/or structural plans must comply with all codes and ordinances in effect before the Building and Safety Division will issue permits. 86. The project developer shall submit a final map, a building survey, or record of survey and a site development plan in accordance with the provisions of Chapter 18.68 of the Municipal Code of the City of Pleasanton. These plans shall be approved by the Chief Building Official prior to the issuance of a building permit. The site development plan shall include all required information to design and construct site, grading, paving, drainage, and utilities. Specific items to be indicated on the site development plan necessary to construct the improvements are to be in accordance with the City of Pleasanton Private Development Design Guidelines adopted April 15, 1986. 87. The applicant shall submit 3 full-size sets of construction plans (wet-stamped and signed), 2 sets of the necessary structural and Title 24 calculations, 2 copies of a site specific soils report, and the completed Building Permit Questionnaire to the Building and Safety Division, along with the necessary fees, to initiate the City's plan check process. 88. A sanitary sewer sampling manhole shall be provided on any new sanitary sewer lateral from the building, unless otherwise waived by the Chief Building Official. 89. All retaining walls higher than four feet (4' 0") from the top of the wall to the bottom of the footway shall be constructed of reinforced concrete or shall be an approved crib wall type. Calculations signed by a registered civil engineer shall accompany the wall plans. 90. Building and situs plans are to be submitted to the Building and Safety Division on computer disk in a format approved by the Director. Digitized information shall be submitted before requesting a final inspection and should reflect as-built situs and architectural information as approved by the Director. Police Department Requirements 91. The area of the development shall be tested for strength and clarity of signal to and from the area for City emergency services communications including, but not limited to, City eight-hundred megahertz (800 MHz) trunked radio, Livermore- Pleasanton Fire Services radio, Alameda County eight-hundred megahertz (800 MHz) trunked radio, CLEMAR/ Police Dispatch, and the current police mobile data system, unless waived by the Police Department, City of Pleasanton. Expert opinions may be required in anticipation of communications difficulties inside or around large structures. Mitigation plans of less than acceptable communications shall be submitted to the satisfaction of the Police Department prior to approval and shall be financed by the project developer immediately upon approval. 14
