14. A final landscape plan and irrigation plan shall be submitted to and approved by <br />Planning Director as part of the building permit plan set prior to issuance of an on-site <br />permit. Said landscape plan shall be consistent with the approved landscape plan plus <br />any conditions of approval and shall be detailed in terms of species, location, size, <br />quantities, and spacing. All trees used in landscaping be a minimum of fifteen <br />(15) gallons in size and all shrubs a minimum of five (5) gallons, unless otherwise <br />shown on the approved landscape plan. The project developer shall provide root <br />control barriers and four-inch (4") perforated pipes for parking lot trees, street trees, <br />and trees in planting areas less than ten feet (10' 0") in width, as determined necessary <br />by the Planning Director at the time of review of the final landscape plans. This <br />change shall be shown on the final landscape plan set submitted for review and <br />approval by the Planning Director prior to issuance of a building permit. <br />15. Prior to occupancy, the landscape architect shall certify in writing to the Planning <br />Director that the landscaping has been installed in accordance with the approved <br />landscape and irrigation plans with respect to size, number, and species of plants and <br />overall design concept. <br />16. The applicant shall submit a waste management plan to the Building and Safety <br />Division prior to issuance of a building permit. The plan shall include the estimated <br />composition and quantities of waste to be generated and how the project developer <br />shall recycle at least fifty percent (50%) of the job site construction waste. Proof of <br />compliance shall be provided to the Chief Building Official prior to the issuance of a <br />final building permit. During construction, the project developer shall mark all trash <br />disposal bins "trash materials only" and all recycling bins "recycling materials only." <br />The project developer shall contact Pleasanton Garbage Service for all waste disposal. <br />Only that portion of trash and recycling waste refused by Pleasanton Garbage Service <br />shall be disposed of or diverted by another trash/recycling company. <br />17. Prior to occupancy of the office building, all parking spaces shall be striped. Whee] <br />stops shall be provided unless the spaces are fronted by concrete curbs, in which case <br />sufficient areas shall be provided beyond the end of all parking spaces to <br />accommodate the overhang of automobiles. <br />18. Backflow prevention devices, above-ground irrigation controls, and above-ground <br />irrigation meters shall be located and screened so as to minimize visual impacts. To <br />help minimize visual impacts, when feasible they shall be installed near the side <br />property line with the most potential for landscape screening. All backflow <br />prevention devices, above-ground irrigation controls, and above-ground irrigation <br />meters shall be substantially screened with landscaping; exceptions can be made for <br />sites with no landscaping near the front property line. Backflow prevention devices, <br />above-ground irrigation controls, above-ground irrigation meters, and all proposed <br />landscape screening shall be shown on the landscaping and the utility plans submitted <br />for the issuance of building permits and shall clearly be marked "above-ground" on <br />the plans. The location of all backflow prevention devices, above-ground irrigation <br />controls, and above-ground irrigation meters and the quantity and type of proposed <br />landscape screening shall be subject to the review and approval of the Planning <br />Director prior to installation.
