Commissioner Blank believed that strayed into the territory of dictating how the business <br />was run and inquired how that differed from the supervising adult bringing the child <br />inside. <br />Commissioner Narum suggested that the floor plan be lefr as is and that a condition be <br />included requiring the applicants to develop a safety plan for pick-up and drop-off for the <br />children and to require the employees to park in the back. <br />Commissioner Pearce noted that she was not comfortable with the safety plan presented <br />by the applicants. With parties going until 10:00 p.m., she believed the applicants should <br />be willing to provide adequate lighting and a raised walkway for children as young as <br />five. She believed this fell under the Planning Commission's jurisdiction with respect to <br />safety and did not believe this would be dictating how to run the business. She felt very <br />strongly that adequate lighting and safe walkways should be part of this application. <br />Chairperson Fox agreed with Commissioner Pearce and noted that a finding must be <br />made that the application was not detrimental to public health, safety, and welfare. <br />Chairperson Fox noted that she would like a vote on the first motion. <br />Commissioner Blank inquired whether the first motion could be restated. <br />Commissioner Olson inquired whether his second of the motion included flipping the <br />floor plan. <br />Ms. Decker noted that the second to the motion included two added conditions: <br />(1) that the applicant shall ensure that no child shall physically exit the premises <br />without a supervising adult present; and (2) that the applicant shall work with staff <br />to flip the floor plan, include a lobby area and check-in point to ensure the <br />children's safety, provide sufficient exterior lighting, and install a raised walkway. <br />Commissioner Olson concurred with those conditions. <br />ROLL CALL VOTE: <br />AYES: Commissioners Blank, Narum, Olson, and Pearce. <br />NOES: Commissioner Fox. <br />ABSTAIN: None. <br />RECUSED: None. <br />ABSENT: None. <br />Resolution No. PC-2007-43 approving PCUP-196 was entered and adopted as <br />motioned. <br />Chairperson Fox noted that she did not want the applicants to have to flip the floor plan. <br />PLANNING COMMISSION MINUTES October 24, 2007 Page 15 of 40 <br />
