Commissioner Blank inquired whether the parking could be conditioned to be in the <br />front. <br />Commissioner Pearce would like the entire layout to be flipped so the children did not <br />have to walk around the building. <br />Commissioner Narum expressed strong concern about children running into the parking <br />lot after the party was over. <br />Commissioner Blank noted that establishments such as Chuck E. Cheese kept a very tight <br />control on the children and did not allow them to leave the building unaccompanied. <br />Commissioner Pearce noted that it was her experience with similar establishments that <br />the children often streamed out the door and would like to condition the use to prevent <br />that. She suggested codifying the applicants' plan for enforcing child-safe exit control. <br />Ms. Decker noted that the applicants had communicated their intent to not allow children <br />to exit the building freely without supervision. She suggested that the Planning <br />Commission craft a condition that stated that children shall not be allowed to exit the <br />structure without a supervisory adult or a parent If that were to be violated, it would <br />become a Code Enforcement matter that may result in the applicant returning to the <br />Planning Commission for further review. <br />Commissioner Blank did not wish to become so specific as to manage the business and <br />suggested language such as "Children shall not be allowed to leave the premises unless <br />accompanied by a parent or supervisory adult." <br />Ms. Decker noted that the Commissioners seemed to suggest language such as, "The <br />applicant shall work with staff to modify the floor plan, such that entry and exiting shall <br />be from the parking lot area, and obtain all required building permits to provide adequate <br />facilities." The applicants need to have a building permit to provide soundproofing on <br />the interior walls; prior to further work, they must work with staff on the floor plan. At <br />that point, they would work with staff with respect to the entry and exiting operations. <br />Ms. Decker noted that staff had some minor revisions to the conditions: <br />1. Condition No. 2 on page 8: The date September 27, 2903, should read <br />September 27, 2007. <br />2. Condition No. 2 on page 8: "...may be approved by the Planning Department if <br />found to be in substantial conformance with he the approval." <br />3. Condition No. 3 on page 8: "If necessary, the Planning Commission may modify <br />or add conditions to mitigate such impacts, or may void the said-use permit." <br />4. Condition No. 6 on Wage S: "Prior to beginning operation of the facility, the <br />operator of the facility t~shall install soundproofing measures...." <br />PLANNING COMMISSION MINUTES October 24, 2007 Page 12 of 40 <br />
