Cathy Graham, 4443-Second Street, expressed concern with businesses operating in a residential area, <br />the affect on value of homes, concerns with disruptive clients, traffic and parking issues, and monitoring <br />of conditional use permits once they are issued. In conclusion, she requested that the Planning <br />Commission consider the fact that this business will be in a residential area. <br />Pamela Osnama, 4304-Second Street, expressed concern with a business being permitted in a residential <br />neighborhood, traffic and parking issues, and with the applicant not complying with the exempt home <br />occupation permit. <br />Cazole Varela, 3858 Mohr, expressed her concern with a business operating in a residential <br />neighborhood, disruptive clients, and the accuracy of the information contained in the staff report <br />relating to average daily trips per day. <br />The applicant readdressed the Commission and stated her original intent when she received the exempt <br />home occupation permit was to conduct her practice outside the residence. Further, she did not <br />understand that the home occupation permit she applied for, and received from the City, limited her <br />ability to see clients in her home. Further, she stated she did not intentionally act in non-compliance of <br />the exempt home-business permit that was issued. She stated she does not desire to see clients more <br />than 15 hours per week, and that she screens her clients very carefully to avoid counseling severely <br />emotionally disturbed clients. She noted that there is ample pazking for her clients. In conclusion, she <br />stated that other home businesses are being operated within this neighborhood, including music lessons <br />and daycare services. <br />_ Discussion ensued relating to home businesses being operated in this neighborhood, traffic issues, and <br />traffic counts that have been done in this area. <br />PUBLIC HEARING WAS CLOSED <br />Commissioner Sullivan expressed his concern with a business being located in a residential <br />neighborhood and spoke in favor of the General Plan's goal of maintaining the character of <br />neighborhoods. Further, he expressed concern with the average number of daily trips being inaccurate in <br />the staff report. In conclusion, he stated he would not vote in support of the application. <br />Commissioner Kameny had no concern with the traffic problems in this neighborhood. He stated that <br />after viewing the Lapides residence, he found the house to be aesthetically pleasing and could not tell <br />there was a business there. He noted that no complaints have been filed against this business while it has <br />been in operation. <br />Commissioner Roberts stated that she did not feel that approving this application would result in a <br />substantial impact on traffic in this neighborhood. She further commented that she would be in favor of <br />an eight-month review by staff of the business. She expressed concern with preserving the community <br />character of the neighborhood and with the lack of pazking in this area. She concluded by stating that <br />she would not be in favor of approving the application due to her desire to preserve the Community <br />Character Element, as referenced in the General Plan. <br />PLANNING COMMISSION MINUTES Page 5 October 14, 1998 <br />
