Mr. Iserson clarified that the consensus of the Commission is to have the density bonus and amenity, <br />with a minimum of $1 million in amenity funds to be used for the Alviso Adobe project and for traffic <br />mitigation, such as a bike lane on Foothill Road and a TSM program. Further, that input be received <br />from the public and other commissions, such as Parks and Recreation, with the City Council deciding on <br />disbursement of amenity funds. Mr. Iserson suggested that the $1 million dollar amenity as <br />compensation for the density bonus be a condition of approval. <br />Commissioner Maas re-opened discussion of the height of single-story homes (21 feet vs. 23 feet) and <br />after reconsidering, changed her preference to 23 Feet. The consensus of the Commission was to allow a <br />maximum height of 23 feet for single-story homes. <br />A motion was made by Commissioner Roberts, seconded by Commissioner Cooper, to <br />adopt a resolution recommending approval of the attached draft Negative Declaration to the City <br />Council. <br />ROLL CALL VOTE <br />AYES: Commissioners Cooper, Maas, Roberts, Sullivan, and Chairperson Kumaran <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br />Resolution No. PC-98-73 was entered and adopted as motioned. <br />A motion was made by Commissioner Cooper, seconded by Commissioner Roberts, to <br />make the PUD findings as listed in staff report; recommend approval of the project subject to the <br />conditions listed in Exhibit "B" and staff s memo modified to address the above items for <br />discussion; and, including the $1 million amenity condition as stated. <br />ROLL CALL VOTE <br />AYES: Commissioners Cooper, Maas, Roberts, <br />NOES: Commissioner Sullivan and Chairperson Kumaran <br />ABSENT: None <br />ABSTAIN: None <br />Resolution No. PC-98-74 was entered and adopted as motioned. <br />Commissioner Sullivan stated that he is voting in opposition due to his desire to postpone the <br />application pending the results of the revised 1998 baseline traffic study report and his specific objection <br />is to the density bonus. <br />Chairperson Kumaran stated that he is voting in opposition due to the density bonus and having 1.99 <br />units per acre in project. <br />PLANNING COMMISSION MINUTES Page 11 September 23, 1998 <br />
