key azeas contained in the report including background, project description, potential environmental <br />impacts, purpose of the hearing, future hearings and the review process, and staff recommendations. <br />Discussion ensued between Commissioners and staff relating to the number of heritage trees being <br />removed, replacement of trees being added as a condition of approval, and elevation of lots above <br />Foothill Road. <br />Commissioner Sullivan noted he met with applicant briefly when he looked at property. <br />PUBLIC HEARING WAS OPENED <br />Patrick Currin, Applicant, Currin Construction Company, noted that there are nine hillside lots, four on <br />lower elevations, that existing building will not be torn down, and there is an existing remodel plan on <br />the sales lot building, and other remodeling operations on the two existing homes would proceed without <br />much grading and removal of heritage trees. Further, he noted that the 13 lots were part of the 55-lot <br />development that was approved at the PUD level by the Planning Commission and EIR certified by the <br />City Council. The remaining lots were not approved due to additional geologic information being <br />requested, with the PUD being completed by December 1996. Further, the final map was completed <br />prior to year end and an extension was not granted by City Council, with applicant protesting the <br />decision. He noted that present EIR is a compromised position, and study was prepared by additional <br />geologist. He concluded that additional geological work will be conducted and responded the highest <br />point of development is half the elevation of Castlewood or Golden Eagle. <br />Larry Nebel, 8102 Waz Glory Place, expressed concern with flooding in subdivision, preservation of <br />_ views and wildlife, and possibility of landslides. Further, he requested that the Commission take these <br />issues into account when approving EIR. <br />Bob Duyn, 7751 Country Lane, expressed concern with the seismic analysis, flooding in subdivision, <br />preservation of wildlife, and landslides. Further, he requested that additional data be collected before <br />EIR is approved. <br />Bob Holmes, 6185 Corte Del Rey, expressed concern with preservation of views and the stability of the <br />hillside. <br />Mr. Currin addressed measures taken to prevent landslides. <br />PUBLIC HEARING WAS CLOSED <br />Commissioner Kumaran stated he would support reducing the project to the four lots on the flat land and <br />protecting the views. Further, he suggested the developer be required to replant trees in the ratio of 6 to <br />1 for removal of trees, but no removal of heritage trees. Commissioner Kumaran requested that <br />proactive measures be taken to guard against flooding for this project and projects in the future. Further, <br />that required studies be conducted to ensure that natural calamities do not affect proposed development. <br />Commissioner Sullivan requested clazification relating to geotechnical studies previously performed; <br />short-term and long-term visual impacts; mitigation measures for loss of heritage trees; natural open <br />space and effects of grading; differences between architectural guidelines for Oak Tree Farms compared <br />PLANNING COMMISSION MINUTES Page 11 July 29, 1998 <br />
