In response to an inquiry by Commissioner Maas relating to level of density where amenities are no <br />longer required, staff responded that any development less than 45 units does not require an amenity. <br />Commissioner Maas stated she is not in favor of opening streets to through traffic; however, she <br />expressed support with EVA's on two north streets and Prairie Drive. She expressed concern with the <br />safety of Foothill Road and admonished the developer that improvements on Foothill Road need to be <br />safe for residents entering and exiting the development. In addition, she expressed concern with the <br />speed limit on Foothill Road and requested that the traffic department examine issues relating to altering <br />the 45 mile per hour speed limit on Foothill Road. <br />Commissioner Maas expressed concern with issues relating to the schools, and suggested better <br />communications with the school district to resolve issues. <br />Commissioner Maas indicated approval with density levels of development. She expressed ambiguity <br />with a traffic light being installed on Muirwood. Further, she stated she had not been a strong supporter <br />of the Alviso Adobe Park project; however, that the historical aspect would be wonderful for the <br />children of Pleasanton. Further, she suggested that the $800,000 amenity could be useful elsewhere, <br />especially for the residents of the neighborhood being impacted by development. <br />Commissioner Maas expressed concem with the removal of trees and requested discussion of the types <br />of trees to be used in replanting program. <br />Commissioner Maas addressed issues relating to construction noise and spoke in favor on construction <br />time being Monday through Friday, 8:00 a.m. to 5:00 p.m. She expressed concurrence with continued <br />light-industrial use of the Merritt property as long as there is no impact on neighbors. In addition, she <br />expressed concern with Fernwood, Ashwood, and Prairie Drive being available for construction <br />vehicles, the proposed setbacks, masonry walls being jagged, and requested conditions being <br />implemented on custom lots. <br />In conclusion, she commended staff, neighbors and applicant for their cooperation in resolving areas of <br />concern. <br />Commissioner Kumaran commended all parties for their work on this project and for the residents <br />addressing the Planning Commission. <br />Commissioner Kumaran spoke in support of access from Foothill Road only, EVA's on north and south <br />sides and Prairie Road, density of homes being 46, single-story homes along north and southern <br />boundaries of property. Further, he expressed support for a buffer or green space being developed near <br />parks to decrease noise. <br />Commissioner Kumazan expressed support for not removing heritage trees, replanting of trees along <br />north and south corridors, and continued light-industrial use of the Merritt property. <br />PLANNING COMMISSION MINUTES July 22, 1998 Page 9 <br />
