Chairperson Cooper addressed issues raised in the public hearings and expressed concurrence with <br />special design standards being established for the custom homes adjacent to the property boundaries and <br />accessory building. Further, he stated that the masonry wall issues need to addressed. In addition, he <br />stated he would like to see an additional one-story plan applied to the boundaries, where the <br />master-down plan is not a viable option, and to provide the developer a little flexibility in terms of home <br />and property dimensions in exchange for a lower visual impact on residents. <br />(Recess taken from 11:50 p.m. to 11:55 p.m.) <br />c. Inc. <br />Application for design review approval of the proposed expansion to the Safeway <br />headquarters facility located at 5918 Stoneridge Mall Road including construction of a new <br />five-story, 209,000 square foot office building with atwo-level underground parking garage and <br />an elevated parking deck, and demolition of the existing Black Angus restaurant, Chrysler <br />dealership, and one existing office building. the subject property is zoned CR9p) (Regional <br />Commercial -peripheral area) district. <br />Mr. Swift referenced a staff report dated July 22, 1998, and a memorandum dated July 22, 1998 from <br />Mazion Pavan, Associate Planner, relating to the Safeway headquarters expansion. Mr. Swift noted the <br />key areas contained in the staff report including location and surrounding uses, land use, traffic and <br />circulation, building design, site design, pazking, and public art. <br />- Discussion ensued between Commissioners and staff as to the City Council's determination as to growth <br />in the north area of Pleasanton, the average daily trips along Stoneridge Drive and I-680, overall effect <br />of the size of the building in this area, criteria used for the Trip Reduction Program, and impacts on <br />transportation and circulation. <br />PUBLIC HEARING OPENED <br />Don Wright, Senior Engineer, Safeway Cooperation, provided a presentation to the Commission relating <br />to the Safeway headquarters expansion and noted the background and design of the project. <br />Glenn Bauer, RMW Architecture & Design, azchitect for the project, expressed his concurrence with the <br />staffs report. Mr. Bauer provided a presentation to the members of the Commission illustrating the <br />project, the design of the building, and treatments used in the parking garage. Mr. Bauer concluded by <br />stating that he is pleased with the design of the project and that Safeway feels they have reached their <br />goal to design a building they have pride in and that would make a major contribution to the City. <br />Peter Degalan, 200 East Long Lake Road, Taubman Company, spoke in favor of the Commission <br />approving the Safeway project. <br />Discussion ensued between Commissioners and applicant relating to landscaping of project, the ability <br />to match brick used in existing building, design of the proposed southeast corner of the building and <br />pazking lot, sidewalk and pedestrian walkways, designated smoking areas at project, and possible <br />locations of public art at the project. <br />PLANNING COMMISSION MINUTES July 22, 1998 Page 11 <br />
