The City is also working with Bridge Housing Corporation for a senior living facility on Sunol <br />Boulevazd. <br />Mr. Iserson added that the facility would be regarded as a good neighbor and would not generate much <br />traffic or noise. However, staff received a letter from Mr. Rose, the owner of a tractor rental company to <br />the north, expressing concern that his operation may cause complaints from the facility. To address his <br />concern, the applicant will install aneight-foot fence with landscaping on that property line to mitigate <br />the noise and visual impact. <br />With respect to site design, Mr. Iserson stated that the 90,000-squaze foot structure would be set back <br />17 feet from the southwestern property line on Old Santa Rita Road, 22 feet from the northern property <br />line, 156 feet from the northeastern property line adjacent to the Rose Pavilion Shopping Center, 68 feet <br />from the eastern property line on Santa Rita Road, and 70 feet from the southern property line adjacent <br />to the Santa Rita Junction Shopping Center. Access to the site would be through a driveway on Santa <br />Rita Road and three on Old Santa Rita Road, including a delivery truck driveway and an emergency <br />access. There will also be a five-foot wide sidewalk along the entire Old Santa Rita Road frontage, a <br />turf block access to the site for Fire Department emergency access, and three open courtyards between <br />the building walls. <br />Mr. Iserson described the design of the building as a Mission/Spanish Revival style with a light <br />yellow/cream colored stucco for the exterior walls with beige/yellow stucco wainscot, gray and rust <br />accents, and green trim. The roof will consist of a Mission-style concrete the blend of red, orange, and <br />beige. Mr. Iserson noted that staff preferred the colors shown on the renderings rather than those on the <br />colorboard. The total height would be approximately 36-foot high to the top of the main ridge and <br />43 feet to the roof over the main entry on Santa Rita Road. <br />With respect to landscaping, Mr. Iserson stated that about 48 percent of the site would be landscaped <br />with a vaziety of trees, shrubs, groundcovers, and vines. A tree report for the site recommended that <br />only 11 of the 54 trees on the site be saved, but the applicant is proposing to save 27 instead and relocate <br />some of the palm trees. Mr. Iserson indicated that 24-inch box-size trees aze proposed to be planted <br />along Santa Rita Road and Old Santa Rita Road to mitigate the removal of some trees. <br />Mr. Iserson noted that the applicant has been working with staff on the issue of affordability with regard <br />to providing some below-mazket rate units in the project. The City's Affordable Housing Commission <br />has approved a proposal to provide City subsidy for these units through its lower-income housing fund, <br />with the applicant administering the program. These units would stay with the project in perpetuity, and <br />a provision has been included that would allow the City to recoup its money if the project is terminated. <br />Mr. Iserson stated that the traffic report prepazed for the project indicated that the project would <br />generate about 30 a.m. peak-hour trips and 27 p.m. peak-hour trips per day, coming mostly from staff, <br />deliveries, and a relatively low number of residents and visitors. Mr. Iserson also pointed out that <br />although the report indicated no need for a deceleration lane, the City's traffic engineer has <br />recommended that it be provided for traffic safety in view of the high volume of traffic and speed on <br />Santa Rita Road. The applicant is not in favor of construction the lane which would also require the <br />removal of trees along Santa Rita Road.
