the service, that the units will be kept in perpetuity, and that the City would be able to recoup its money <br />if the program were terminated. He expressed support for the project. <br />Commenting on Commissioner Kumazan's concern regazding FAR, Commissioner Roberts noted that <br />senior residents need a lazger interior space because the majority of these residents have to stay indoors <br />and cannot be wandering outside. It would be penalizing these residents if the FAR were reduced. <br />Mr. Bland agreed that most of the residents would be non-ambulatory and would be confined indoors. <br />In addition, there are many common azeas in the building such as living and exercise rooms, as well as <br />daily activities both within and outside the facility that the residents could avail of. <br />With respect to the FAR, Commissioner Dove commented that the 65 percent not covered by the <br />building is intended to serve pazking and landscaping. The low parking ratio required for this facility <br />compensates for that mazgin. <br />Chair Cooper stated that he did not want to impose an arbitrary FAR when the proposal meets the needs <br />of people who will be living in the facility. He indicated that the design is beautiful and that this is <br />something needed in the community. He commented that it is detrimental to mix deceleration with <br />acceleration lanes with so many vehicles coming in and out of the shopping center. Because there is <br />more turning involved in a short deceleration lane than in coming onto a driveway, he suggested that the <br />driveway be opened up a little bit more to provide a curving entrance that would make it easier to turn <br />onto. With respect to affordable housing, he proposed that priority be given not only to Pleasanton <br />residents but to immediate family members as well who aze moving into Pleasanton to be closer to <br />family. <br />A motion was made by Commissioner Maas, seconded by Commissioner Roberts, to find that the <br />project would not have a significant effect on the environment and recommend approval of the <br />draft Negative Declaration for Case PUD-98-04. <br />ROLL CALL VOTE: <br />AYES: Commissioners Kumazan, Maas, Roberts, and Sullivan and Chair Cooper <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br />A motion was made by Commissioner Roberts, seconded by Commissioner Maas, toifind that the <br />project has a De Minimis impact on the site's wildlife. <br />ROLL CALL VOTE: <br />AYES: Commissioners Kumazan, Maas, Roberts, and Sullivan and Chair Cooper <br />NOES: None <br />ABSENT: None <br />_ ABSTAIN: None <br />Planning Commission Minutes Page 13 June 24, 1998 <br />
