Commissioner Kumazan stated that he is the Planning Commission liaison to the Affordable Housing
Commission and that the matter went through a fairly rigorous process when it went before that
Commission. He indicated that the Commission considered all the alternatives and looked at study in
detail.
Commissioner Roberts commented that the business community may come back and indicate that using
this formula should lower the C/O/I contribution. Mr. Bocian stated that it is difficult to substantiate a
nexus for a higher residential fee than what is being proposed, but a much higher C/O/I fee can be
established He noted that the issue at hand is how to develop a balance.
Commissioner Sullivan suggested that an increase in the C/O/I rate could make up for the eventua120%
shortfall of future affordable units. Commissioner Kumazan agreed and Commissioner Roberts
indicated that she would not oppose any increase. Mr. Bocian indicated that he did not have the exact
figure necessary to fill the gap and suggested that if the intent of the Planning Commission is to shift
that 20% gap to C/O/I, staff could make the calculations and have the exact number by the time the
recommendation is brought before the Council.
A motion was made by Commissioner Roberts, seconded by Commissioner Sullivan, to accept the
approved revised fees as outlined in the staff report with the addition to shift the 20% cost of the
future affordable housing that will be developed without City financial assistance to C/OR.
ROLL CALL VOTE:
AYES: Commissioners Dove, Kumazan, Maas, Roberts, and Sullivan
NOES: None
ABSENT: Commissioner Cooper
ABSTAIN: None
Commissioner Kumazan thanked Mr. Bocian for sharing awell-prepazed document with the
Commission and wished him good luck with moving it forwazd.
7. MATTERS INITIATED BY COMMISSION MEMBERS
Commissioner Kumazan stated that coming off I-680 eastwazd on Stoneridge Drive, on the right side of
the road about 20 feet from the intersection of Stoneridge Drive and Hopyard Road, the oleander planted
behind two-to-three feet of shrub has grown over the shrub and off the sidewalk, onto the street. It needs
to be trimmed.
Commissioner Kumazan shazed that the Amador-Livermore Valley Historical Museum on Main Street
has two excellent books on the history of Pleasanton. The first contains a great review from the time of
Augustin Bernal when the City started with land grants to the 1994 Centennial Celebration; and the
second is a walking tour of the City of Pleasanton and the Downtown azea, which explains a lot of the
azchitecture and growth in the Downtown azea.
Planning Commission Minutes Page 18 June 10, 1998
