into the Rose Avenue area, rather than it being done piece by piece. The Commission further discussed <br />whether it can plan for the remaining pazcels of land before developers submit a plan. <br />Commissioner Kumazan asked Mr. Iserson for input on this issue. Mr. Iserson stated that what is being <br />_. discussed is a General Plan level study and that the General Plan was amended two yeazs ago following <br />a study. He stated that under such a study, the City would be evaluated as a whole and then specific <br />recommendations would be made about what areas to develop or not to develop. A specific <br />recommendation would then be made through the General Plan. He commented that such a study is a <br />major undertaking and is very staff intensive. <br />Commissioner Dove commented that the owner of the Jones property has a protected easement through <br />his property, and that he may be willing to work with the City on a deal for that 50 acres of land. In that <br />case, the City could plan whatever it wanted for the land. <br />Following a brief discussion, Commissioner Sullivan asked Mr. Iserson to prepare a list of all areas in <br />the City within the urban growth boundary line that do not have plans or approval yet. He suggested <br />that the Commission may wish to consider if specific plans for each of those azeas are warranted. A <br />brief discussion took place on how the Commission should handle future PUD applications on available <br />sites pending its review of those azeas. <br />8. MATTERS FOR COMMISSION'S REVIEW <br />a. Future Plannine Calendar <br />There were no comments. <br />b. Actions of the Citv Council <br />Chair Cooper noted for the record that the City Council voted to initiate an ordinance change to the <br />growth management ordinance that will more heavily involved the Planning Commission in terms of <br />growth management allocations. Mr. Iserson explained how the process would work. <br />c. Actions of the Zonine Administrator <br />There were no comments. <br />d. Golf Course Clubhouse and Facilities Concept Desi¢n Approval <br />Roger Higdon, City Engineer, presented the staff report. He gave a history of the golf course plan and <br />displayed a color illustration describing the proposed golf course, clubhouse facilities, pro-shop, <br />restaurant, golf cart storage azea, existing and proposed residential development, and the trails and open <br />spaces. He noted that the pro-shop and the restaurant would be operated by outside contractors as well <br />as maintenance of the grounds and the men's and women's restroom azeas. <br />He stated that staff is requesting that the Planning Commission approve the concept design of the <br />clubhouse and other facilities and offer any comments or suggestions. <br />Planning Commission Minutes Page 14 May 27, 1998 <br />
