Z-98-79, Auf Der Maur Familv <br />Application for design review approval to construct an approximately 966 square foot office <br />building with mezzanine and parking garage and an approximately 3,434 square foot, four-unit <br />residential apartment building with two, two-car garages on an approximately 6,200 square foot <br />lot located at 148 Spring Street. Zoning for the property is C-C (Central Commercial) District, <br />Core Overlay District, Downtown Revitalization District. <br />Jerry Iserson presented the staff report and described the location, site, and surrounding area. He also <br />provided a history of the property, noting that this is the fifth application for the subject property. In <br />addition, he described the four previous applications and stated that the first two were denied and the <br />last two were approved. The two approved applications were significantly improved in terms of <br />increased setbacks and landscaping, as well as considerable architectural improvements. This <br />application is very similar to the last two approved projects, except that the design of the office <br />building has been changed. <br />Mr. Iserson related that the project would include a 966 square-foot office building with atwo-car <br />garage and an approximately 3,434 square foot, four-unit residential apartment building with two, <br />two-car garages and storage areas. He described the proposed location of each structure on the site, <br />noting that since the lot slopes downward from front to back, the garage and storage room to the <br />office building would not be as visible from the street. He further described in detail the architectural <br />design of the buildings, including the special features, and presented a color and materials board. <br />Mr. Iserson explained that six parking spaces have been included in the project. Two spaces have <br />been designated for the office building and are located in the office building's garage. There would <br />also be two double garages, without doors, on the ground level of the apartment building which would <br />provide four covered parking spaces for those residents. The landscaping plan was also detailed, and <br />Mr. Iserson reported that fencing would be installed around the entire property line, except the front <br />boundary. <br />Mr. Iserson further described the zoning designation for the site as Central Commercial, Downtown <br />Revitalization, Core Area Overlay District and outlined the requirements of those designations. He <br />stated that the proposed project would be consistent with all applicable guidelines except for one <br />requirement of the Core Area Overly District relating to the minimum number of parking spaces. He <br />stated that the project has proposed six parking spaces and seven are actually required. The applicant <br />has, therefore, agreed to pay the in-lieu parking fee into the fund for construction of a downtown <br />parking lot, and a condition of approval has been included to address this issue. <br />Planning Commission Minutes Page 5 May 13, 1998 <br />
