Ms. Acosta presented the staff report. She stated that the presentation will describe the restructuring <br />of the City's development impact fees to fund new capital facilities and anticipated improvements <br />through build-out. The proposed restructuring replaces four current development impact fees: the <br />Residential Construction Fee, Capital Improvement Fee, Growth Management Capital Facilities Fee <br />and Growth Management Public Needs Fee, with a new Capital Facilities Fee and a Traffic Impact <br />Fee. <br />Ms. Acosta introduced her staff, Nelson Fialho, Assistant to the City Manager; Bill van Gelder, <br />Traffic Engineer; and Sue Rossi, Finance Director, who assisted her in the technical presentation of <br />the data and logic used to develop the proposed fees. <br />After completion of the presentation, Chair Cooper thanked Ms. Acosta and her staff for the thorough <br />presentation, and stated he feels City staff does an excellent job. <br />A brief question and answer period followed the presentation. <br />e.
