He also described a large crack in the retaining wall at the bottom of the bill. He stated that with the <br />extensive slope failure around the state this year, he and his wife are especially concerned with any new <br />development proposed for this property. He feels that the possibilities for property damage, personal <br />injury, and litigation do not warrant any type of development of the property. He suggested that since <br />the site is contiguous to Kottinger Park, the City should consider purchasing the property in order to <br />remove it from any future development possibilities. <br />Dorothy Dow, 4219 Bevilacqua Court, stated that she has the same concerns now as she did in 1989 and <br />1990. She agreed with the comments expressed by Mr. Toman. In addition, she expressed concern with <br />the water tank at the top of the hill, stating that not much of the hill can be removed without impacting <br />that water tank. She stated that she is in support of staffs recommendation to rescind approval of the <br />PUD. <br />PUBLIC HEARING WAS CLOSED <br />Commissioner Barker commented that rescinding the approval appears to be appropriate, especially <br />since the new property owner agrees. <br />A motion was made by Commissioner Dove, seconded by Commissioner Wright, recommending <br />that the Commission recommend that the City Council rescind the develop plan for Case <br />PUD-90-2. <br />ROLL CALL VOTE <br />AYES: Commissioners Barker, Dove, Kumaran, and Wright <br />NOES: None <br />ABSENT: Chair Cooper <br />ABSTAIN: None <br />Resolution No. PC-98-30 was entered and adopted as motioned. <br />e. SP-97-O1, Hanav Valley Specific Plan <br />Application for a General Plan amendment, specific plan, PUD prezoning and environmental <br />impact report prepared for the 860-acre Happy Valley Specific Plan Area located in the currently <br />unincorporated land south of Sycamore Road. The project includes the development of an 18-hole <br />golf municipal golf course, up to 179 future homes, extension of a collector road to serve the Plan <br />area, and extension of City water and sanitary sewer facilities. <br />Wayne Rasmussen gave a slide show presentation and overview of the project area. The site location <br />was identified in the southern Pleasanton azea and consists of 860 acres off I-680 and below the <br />Sycamore Road. The surrounding azea was also described. It was also reported that the specific plan <br />calls for a mixture of different residential densities and land uses. <br />Mr. Rasmussen described the proposed access to the site. He also identified the Spotorno property and <br />described the homes proposed for that property. He also outlined the different densities proposed for <br />other residential development area.
