slightly, he feels it should be reviewed just for clarification on whether apartments or "small duet <br />homes" will be built. Reviewing this different plan is not a major study. <br />With regard to El Charro and the Kaiser properties, Commissioner Wright stated that since there has <br />been no timeframe identified by Kaiser as to when they may be done harvesting, he feels a study would <br />serve no purpose unless there was a definitive short-term timeframe. He also stated that he does not <br />know how the Busch property could be re-evaluated. He feels there is too much friction between <br />Ponderosa and the proponents of the referendum to expect them to work it out themselves. He <br />commented that initially the first plan which had the two southerly entrances would not work due to <br />safety considerations. That plan was re-worked and he Feels the Commission identified a good, solid <br />plan. He feels that the traffic flows throughout the City have been the result of this Commission's good <br />planning practice of having multiple entrances so there are multiple areas of flow. He stated that he <br />went along with the traffic-calming portion of it because, at that time, the ad-hoc committee was <br />supposedly representative of the residents in the azea, so he sided with them. He does not feel that the <br />traffic-calming solutions they came up with were the answer. In fact, he feels they impacted the area <br />even worse. <br />Commissioner Wright stated that no matter what decision the Commission makes, the referendum will <br />still be there. In summary, he does not feel the area should be re-studied. He feels that the original plan <br />is a good plan and suggested it be handled at the staff level. In addition, he feels that residents From the <br />west side of the City do not have a vested interest or stake involved and, therefore, should not be <br />involved in the study. He feels that staff should work with the residents to try to reach a consensus. He <br />does not feel that any type of committee can find a solution. <br />Commissioner Barker feels that a lot has changed since the General Plan Update and the community is <br />now feeling the impact of the development. She stated that despite the harassment and the holidays, the <br />citizens were still able to gather 5,500 votes for the referendum. To her, this means that people are being <br />affected on a personal level, and they are obviously very concerned about the City's growth rate. She <br />feels that since the City is in the last phases of planning the community and is getting close to the <br />build-out number, it's important to identify the necessary facilities for the next few yeazs and how to <br />have development pay for and accomplish those facilities. <br />Commissioner Barker also stated that the Staples Ranch plan had a lot of good ideas, i.e., a sports park <br />and affordable housing. However, she feels there is a desire to complete the east side study quickly and <br />that Staples Ranch should be included to ensure the right solutions for the schools, parks, and traffic are <br />identified. She agrees with Ms. Roberts that city-sponsored plans are more fair and, therefore, suggests <br />that this study be city-sponsored but citizen-directed. She further suggested that since the City Council <br />felt the make-up of the Growth Management Committee was fair, the committee for this study should be <br />set up in the same manner with each City Council member appointing one person, the Mayor appointing <br />two, and the proponents of the referendum appointing four persons to serve on the committee. <br />In conclusion, Commissioner Bazker feels that the study, or whatever is ultimately going to be done for <br />the area, be done quickly so the economy is consistent with the plan. She voiced support for Option 3, <br />leaving out the smaller areas of the Mohr-Martin neighborhood, with acitizen-directed committee where <br />the proponents of the referendum have four votes. <br />Planning Commission Page 6 April 8, 1998 <br />
