pointed out that the City has the ability to appoint and remove from committees people who are not <br />acting in the best interests of the City. Commissioner Barker suggested that Mr. Belecky direct his <br />- concerns to the Mayor. <br />Mr. Belecky stressed that the point he is trying to make is that the City conduct a complete investigation <br />into the matter and make their findings public. He asked whether the City Attorney's Office has a report <br />available to the public on its partial investigation. Ms. Seto stated that no official report was made and <br />most of the investigation was from public comments. Commissioner Dove suggested that since this <br />matter is not on the agenda, it be discussed at the next meeting. He asked Mr. Belecky to limit his <br />responses to the east side specific plan. <br />Mr. Belecky stated that he agrees with the comments made by Mr. Erickson at the last meeting. He <br />understands that the City intends to continue Stoneridge Drive through to El Charro Road. Chair Cooper <br />noted that although that is in the General Plan, the time frame for it is uncertain. Commissioner Wright <br />stated that there are still outstanding issues with landowners along the road, and a final decision has not <br />yet been made. Mr. Belecky stated that if Stoneridge Drive was to go through to El Charro Road, that <br />would mean a park would border a busy, four-lane road. He also noted that there is a large apartment <br />complex across from the park, and he is concerned for the safety of children in the area. He suggested <br />that a fence or wall be constructed around that park in order to prevent children from chasing balls or <br />rtmning into the street. As part of the east side study, he wants to see a solution to the expanded traffic <br />going down Stoneridge Drive caused by the new development. <br />PUBLIC HEARING WAS CLOSED <br />Commissioner Dove feels that since the Lauer property and the others off of Quarry Lane and Serpentine <br />Lane are already planned, there is no reason to bog them down any further. He also feels that Staples <br />Ranch is approved and will produce part of the circulation plan which has been approved. It will also <br />provide for Stoneridge Drive to extend to Jack London Boulevard so that there is an arterial route to <br />Livermore. In addition, if EI Charro Road goes through to Stanley Boulevard, it will provide good <br />circulation. He feels that any park approved for this area will be fully evaluated in terms of safety. With <br />regazd to the Kaiser property, Commissioner Dove stated that he has been under the impression that the <br />lakes would start to appear in about the yeaz 2020. However, afrer speaking with Bill van Gelder, he <br />finds that 2010 is more realistic. Because of the importance of the route from El Charro Road to Busch <br />Road and Staples Ranch and to the whole community, he suggested that the Planning Commission make <br />a recommendation to the City Council to direct staff to bring the matter to conclusion. He feels that the <br />General Plan is more than adequate and that any decision made by this Commission at this time would <br />only complicate things even further. He also noted that it adds a lot of additional work for the Planning <br />Department which is already extremely busy. This leaves only the Busch property to resolve. He, <br />therefore, would like the City Council to make the determination how it wishes to proceed with <br />reviewing the Busch property, whether there should be a new committee or some other means to review <br />this site. <br />Commissioner Wright stated that the City Council has already approved Staples Ranch, and it is <br />consistent with the General Plan. He does not want to re-study the area; however, he feels the City <br />Council should review it again since there has been a change in developer with Kaufman & Broad out of <br />the picture.
