Mr. Iserson described the proposed architecture and design, noting that the correct elevations are shown <br />- on sheet A-3 (sheet A-0 is a previous version). He reported that staff and the applicant have agreed that <br />the site is important because it serves as an entrance to the Downtown azea. Staff has worked with the <br />applicant very closely on this issue. Mr. Iserson further described the interesting features of the building <br />and commented that Larry Cannon has participated in the design. The only issue with the building is <br />that staff feels the proposed color is a bit dark and would like it to be lighter. A condition of approval <br />has been included to address that issue. <br />Mr. Iserson also pointed out that the applicant has decided they would like to have a rectangular window <br />on the second floor as opposed to the curved windows as shown on A-3. The applicant has agreed to <br />work with staff on this design change, and staff feels that would be appropriate. <br />The landscaping plan was briefly described, including trees, street furniture, and a plaza at the main <br />entrance. <br />Mr. Iserson commented that the current plan does not show a rear fence, but the applicant wants to have <br />one. Therefore, staff has included a condition for asix-foot wood fence. However, after the staff report <br />was prepared, a neighbor expressed concern that such a fence would block visibility to his site, and he <br />requested that either no fence be included there or that it not exceed three feet in height. Staff would <br />agree to support either condition. <br />In addition, Mr. Iserson stated that staff has prepared a negative declaration for the project and feels that <br />-- there would be no adverse effects on the environment. <br />In conclusion, staff feels the project is very well designed and will provide a very attractive statement to <br />the Downtown entrance. Staff recommends approval of the project, subject to the conditions listed in <br />Exhibit "B", with the exception to delete Condition No. 8, modify Condition No. 12.c. to either delete <br />the fence behind the parking lot or reduce it to three feet in height, and add a new condition that would <br />allow staff to work with the applicant on the final design of the second-story windows. <br />Commissioner Barker feels that having 40% compact parking stalls is too high of a ratio. Mr. Iserson <br />noted that 40% is what is allowed under the code. She noted that she has heard a lot of complaints from <br />people about the compact parking spaces at businesses. She also expressed concern with the deficient <br />parking on the property. <br />Commissioner Dove stated that he regrets but understands the reason for prohibiting the left turn onto <br />Stanley Boulevard. However, he did not note any discussion regarding the entrance on Vervais Drive. <br />He asked what would happen when you come across from Del Valle Parkway or if you want to exit there <br />and make a left turn. Mr. Iserson said that would be allowed. <br />Commission Wright asked whether the signage would be on the Main Street elevation. Mr. Iserson <br />stated that most likely there would be one in that area, one by the ATM's, and one on the building. <br />There would be signs for the other tenants as well.
