He also reported that he spoke with most of the existing neighbors and has had <br />no negative comments. <br />Commissioner Barker asked whether a traffic calming device could be included with landscaping in the <br />eight-foot parking area. Mr. Winter stated that could be possible as long as it did not create a safety <br />hazard. He agreed to discuss the issue further with staff. Commissioner Barker also stated that she <br />would like to eliminate a portion of the parking lane to make room for more trees. Mr. Higdon <br />commented that could be safely done. <br />In response to a question by Commissioner Dove, Mr. Winter stated that the access road built for the <br />development would go straight through when Mr. Jones develops his property. He further identified the <br />street layout for that situation. <br />PUBLIC HEARING WAS CLOSED <br />Mr. Iserson suggested modifying Condition 14, line 7, to state: "In the event that the wall is not needed, <br />or it cannot be determined if the wall is necessary or requested...." <br />A motion was made by Commissioner Wright, seconded by Commissioner Barker, recommending <br />that the Commission make the PUD findings and recommending approval of case PUD-97-22, <br />subject to the condition identified in Exhibit "B", with the modification to Condition No. 14 as <br />expressed by staff, above. <br />ROLL CALL VOTE <br />AYES: Commissioners Barker, Dove, Kumaran, and Wright and Chair Cooper <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br />Resolution No. PC-98-24 was entered and adopted as motioned. <br />Commissioner Barker noted for the record that she would like the landscaping plan she suggested to be <br />considered as an option. Mr. Winter stated that he will work with staff on her recommendation. <br />c. PUD-83-16-8M, Don and Leslie Pickett <br />Application for a major modification to the approved PUD (Planned Unit Development) site <br />development standards to allow a permanent front-entry/trellis structure to encroach into the <br />Recreation and Open Space Easement (R.O.S.E.) recorded for the benefit of the property located <br />at 2823 EI Capitan Drive. Zoning for the property is PUD-MDR (Planned Unit Development - <br />Medium Density Residential) District. <br />As reported previously by Mr. Iserson, this item has been continued to the Apri122, 1998, meeting. <br />Planning Commission <br />Page 20 <br />April 8, 1998 <br />__T _ __._ _.._ <br />
