The applicant, Tom Harlan, advised that the shape of the lot was designed to make as many pazking <br />spaces as possible. He also stated that there is a requirement that the street be widened before he can <br />proceed with the project. Chair Cooper noted that there is a lot of open space and wondered if more <br />parking spaces would be possible if the open space was reduced. Mr. Hazlan feels that it would be a <br />possibility. Commissioner Barker stated that in reviewing the plan, she has identified room for two <br />additional parking spaces, and she described where she feels they fit in. <br />Commissioner Barker stated that now that this Commission has more experience with high density, it is <br />now learning about the problems, specifically with parking. Although she feels that high density is good <br />for the downtown area, she feels that residential parking issues need to be seriously addressed. She, <br />therefore, recommended that the City codes be re-evaluated for parking requirements for high density <br />with special attention to the number of bedrooms. <br />Mr. Harlan stated that he is willing to do whatever he can to make everybody happy. Commissioner <br />Kumazan asked whether the units are rental properties, and Mr. Harlan answered that they are for sale <br />and are not being built as rental properties. Commissioner Kumazan suggested that the CC&R's include <br />language encouraging residents to park their vehicles in their garage and other designated parking areas <br />instead of the street. Mr. Harlan agreed that that would be a good idea. <br />PUBLIC HEARING WAS CLOSED <br />Commissioner Wright agreed that the parking issue is very serious. However, he feels that Condition <br />No. 28 addressed the concerns. He also agrees with Commissioner Kumazan that conditions in the <br />CC&R's would be appropriate. He also feels that the guest parking spaces could be used by the <br />residents; however, they should make the spaces available if planning to have guests. Commissioner <br />Wright reminded the Commission that a prior project included a condition prohibiting garages to be used <br />as storage areas and that they be using for parking only. He also stated that since the proposed units aze <br />being offered "for sale", he would like to keep as much open space as possible. <br />A brief discussion following relating to azeas where additional parking spaces could be included. Mr. <br />Higdon noted that the suggestion by Commissioner Barker does not include enough back-up space. The <br />Commission agreed that a condition should be included requiring the applicant to make every effort to <br />increase parking. Commissioner Wright recommended that Condition No. 28 be modified to delete the <br />language that extra pazking spaces are to be used by guests only. He, again, stated those spaces should <br />be available for resident use, unless they aze expecting guests. He further agreed that they should be <br />encouraged not to park on the street. <br />A motion was made by Commissioner Wright, seconded by Commissioner Barker, recommending <br />approval of Z-98-35, subject to the Conditions listed in Exhibit "B" and the March 25, 1998 <br />Memorandum, with the following modifications: <br />Condition 28: The CC&R's for the project shall prohibit the parking of boats, campers, and <br />trailers on site, and property owners shall be prohibited from using storage in the garage and that <br />two parking spaces shall be maintained in the garage. In addition, each unit shall have three <br />designated parking spaces for personal and guest use. No designated carwash area shall be <br />provided; however, a hose bib would be acceptable. <br />Condition 68: Delete. <br />Planning Commission Page 6 Mazch 25, 1998 <br />
